The Research On The Rural Land Expropriation And Compensation System Of Qingdao City In The Process Of Urbanization

In recent years,with the rapid development of urbanization,the issue of the rural land expropriation and compensation has increasingly become the focus of our society.The Third Plenary Session of the 18 th CPC Central Committee stressed the urbanization process,and Qingdao City has entered a new stage of rapid development of urbanization.In the period of rapid urbanization,a large number of land expropriation has become the primary means of urbanization,accelerate rural land expropriation has become an inevitable trend.Qingdao City,according to the national policy,combined with the status of the city’s economic and social development,has been adjusted several times about the rural land expropriation and compensation system,but there are still many shortcomings.These shortcomings has been damaged the interests of farmers greatly,and exacerbated social conflicts.This paper builds on the background of speeding up urbanization and promoting the reform of rural land expropriation and compensation system,regards the basic theory of urbanization and land expropriation compensation systems as the starting point,Summarize and sort out the important theory,regards the land expropriation compensation policies and regulations as context,to research in Urbanization Qingdao Land Expropriation Compensation System.By exploring the current situation of Qingdao rural land expropriation and compensation system,it can be discovered that there are many problems in Qingdao rural land expropriation and compensation system: the purpose of land expropriation is not clear,the Benefit-sharing is unreasonable,the compensation content is not comprehensive,the procedure is Inadequate,and the social security is imperfect.The influence of traditional public right ideological tolegislative developments,the Virtual Ownership of farmers,the dislocation of government functions,land finance and the weak base of land transfer market lead to the problems above.Starting from the development of urbanization and the issue of the rural land expropriation and compensation,this paper aims to explore and discover the problems and analysis the Causes,learns from the experience of other countries and cities and combined with the development trend of our country and the policies to analyze the issue.In order to perfect the land expropriation and compensation system of Qingdao City,we should improve laws and regulations,sound the rural land circulation mechanism,standardize the procedures and strengthen social security.
