The Balanced Research Between Land-expropriated Farmers' Social Security And Expropriation Land Standard

With the accelerating of urbanization, land-expropriated farmers(LEF) are increasing fast.Many scholars in the theory stratification propose that it uses "the land to trade the safeguard" to safeguard LEF'life.In the predecessor foundation ,this article unifies the method with the real diagnosis and the standard, qualitative and the quota , further to study how to use "the land to trade the safeguard" way to make LEF enjoy the social security policy ,besides, study the balance between the LEF'social security demand and the land expropriation correlative standard.This article begins with the research of LEF'social security situation and questions, analyse reasons, and research old-age insurance, medical insurance, unemployment insurance and lowest social security expense. Then to research the present land expropriation compensate standard, discover which is low to dissatisfy' LEF'social security fund demand, besides, through analyzing the reasons, propose government should undertake the responsibility to establish the social security system for LEF.The Price of land value after land expropriation action is the fund that should turn in to national finance, may put out the partial proportions to pay the fund as the government.According to China's laws and regulations, typical area analysis and practical experience, author propose 70% of the land compensation pay, 100% of settlement subsidy and 10%-30% of the Price of land value as social security funding sources and establish the relations model between social security demand and land-expropriated correlative standard, and extrapolate balanced formula for calculation of the area requirements. To explain the relation clearly, it classifies land expropriation compensation standards, the per expropriation land, the base fee, fee proportion and other factors, then calculate the demand and supply funds, the social security fund per mu land, and how to ensure the demand and supply balance. Through empirical research in Dalian region, it further confirms the feasibility of models and formulas. In author's opinion, each eara should choose reasonable factors to ensure LEF to enjoy a higher level of social security according to the local area for the productivity level of development, financial strength, the transfer market conditions and other factors.
