Research On Compensation Standard Problem Of FarmLand

Along with the industrialization and urbanized advancement speeding up, more and more county collectivity land needs to transform use for the construction through confiscation. Our country land requisition has begun in the planned economy time; it has made the significant contribution for the national economic construction and the social development since the founding of our county. But along with the market economy establish and consummate gradually, the flaw of present land expropriation system appear day by day, in witch the compensation standard question of land is prominent. Excessively low fee of land compensation cannot be able to guarantee farmer's production and the life, the land confiscation causes the peasant economy welfare to drop, compensation obvious unreasonable. In view of it, in order to help governments to make requisition for land successfully, in order to probe the rational, valid and operational method of calculating the compensation of land, in order to find the rational way to compensate the compensation standard of land in the land expropriation, in order to keep the society stable and united, and to improve the development of our economy, this article uses Gansu province as an example, and studies deeply on the land compensation standard in the land expropriation system. All in all, the paper aims at constructing the new-county of socialism, advancing urbanized development healthy, strengthening and constructing the harmonious society.Based on massive literature material consulting and investigation, the article takes the theories of Marx land rent and price, land market, land expropriation compensation, fixed-assets evaluation etc as the foundation. Studied from our present land compensation standard in the land expropriation system, difference systems of land expropriation between our country and other countries and other regions have been analyzed. Results show that great shortages exist in our land compensation standard in the land expropriation system. In view of comprehensive analysis, according to the farmland compensation standard of foundation establishment construction in Gansu province, the article applies the method of production value multiple, analyses the status of land compensation standard in the land expropriation system, and the shortage of land compensation standard in the land expropriation system. At the same time, the article puts forward the fee of farmland compensation covering the value of economic output, eco-service and social security and calculates the value through the method of income-deoxidize, shadow-project and substitute-market. Finally, compared with the results of calculated value, the farmland compensation standard in the land expropriation system is about 35 times of the gross income of arable land.
