| Since the founding of the PRC,especially since the reform and opening up in the past 40 years,China has basically solved the problem of people's food and clothing,to achieve a stable and high-yield,has made remarkable achievements.However,we must see that the Chinese large population,limited arable land,expropriation,and its effect has become the hotspots of global research.China's current land expropriation system is also accompanied by the planned economy color,in the protection of the rights and interests of farmers is still has many imperfections,we need based on the actual local situation,to put forward a reasonable measure of interest compensation.This paper is to carry out land in Zhejiang County of Ninghai Province Tea Institute Xiang Mao Mao Yu Cun Yu village as an example,68 households visited based on survey data,based on a brief analysis of Mao Yu Cun rural land expropriation and compensation,agricultural production conditions,through the establishment of econometric model,analysis of the current land expropriation decision and satisfaction compensation factor.Research results show that:(1)The current farmers compensation for land acquisition is not high satisfaction.In the survey of 68 households in the sample,only 39.7% of the current land acquisition and compensation for the farmers expressed satisfaction.Specifically,the family population more than 5 farmers,the highest compensation for land acquisition satisfaction reached 100%;family population 1-2 farmers satisfaction was 60.7%;the population of 3-4 family farmers,the lowest satisfaction is only 33.3%.The higher the cost of land acquisition compensation,the greater the area of family land acquisition,the more the farmers are not satisfied.When the compensation cost of land acquisition is above 100000 yuan,the lowest satisfaction degree of farmers is only 0%;when the cost of land acquisition compensation is 20000 yuan,the satisfaction of the farmers is the highest,which is 93.8%.(2)The age of the head of household,the nature of the status,the type of social security,the annual income of the family,and the cost of the family land compensation have a significant impact on the satisfaction of the land requisition compensation.The higher the age of the farmers,the higher the satisfaction of the land requisition compensation;to ordinary farmers as the reference group,the difficulty of the satisfaction of the masses than ordinary farmers,and statistically significant negative correlation.Migrant workers and land acquisition focus satisfaction than ordinary farmers,respectively in 10% and 5%level statistical significant;participate in the new agricultural insurance of farmers on the land requisitioncompensation satisfaction was significantly lower than in the rural cooperative medical insurance of farmers,the farmers in disability insurance compensation for land acquisition in satisfaction was significantly higher than that of rural cooperative medical insurance the per capita income of farmers;the higher the farmers,the land requisition compensation satisfaction is low;the family land compensation fees represent farmers how much land area,family land compensation fee is high,farmers' land expropriation compensation satisfaction is low.Based on the above conclusions,this paper believes that:(1)Moderate reform of the current land expropriation compensation system,give full play to the role of market allocation of resources.The purpose of land expropriation in our country is mainly for the rational allocation of land resources,to achieve Hicks efficiency improvement,improve the total social utility,and thus promote the total output of the community.Our country must adhere to the principle of the land expropriation.In order to China's land resource reasonable configuration,need to market this pair of "invisible hand" and the government "visible hand" of each other,cooperate.At present,the land resources of our country mainly is the government allocation to play a leading role,the market allocation degree is not high enough.Therefore,the current urgent need for us to standardize the urban and rural land market,give full play to the market in the allocation of land resources in the basic means.And for the part of the market failure,the government this pair of "visible hand" need to improve the allocation efficiency of land resources through the corresponding government power.(2)The establishment of multiple land acquisition compensation mechanism,the establishment of a sound social security system in rural areas.Before the land acquisition,the design of diversified portfolio compensation scheme,according to local conditions,to establish a diversified needs of farmers in different regions of the program.Fully respect the wishes of farmers,to play the initiative of farmers,to choose their own compensation measures.Continue to promote the construction of rural social security system,and strive to establish inclusive social security mechanisms to address the worries of landless farmers.Rural farmers and urban residents to share inclusive social security. |
