Study On The Change Of Land Expropriation Compensation System:from Economic Compensation To Social Security

In recent years, with the development of urbanization and industrialization in our country, the quantity, scale and speed of land expropriation is increasing, and numerous agricultural lands change into construction lands. As a result, a large number of farmers lost their land which they depend on for existence. As to farmers, land not only provides production function, but also has security function. Owing to the low cultural quality and deficient non-agricultural employment skills of landless peasants, if their social security problem is not effectively solved, the economic development, social stability and harmonious society construction will be influenced. The social security of landless peasants has become the hot spot among government, society and academic circles. It is significant for economic development, social stability and harmonious society construction to establish and perfect the social security system of landless peasants,Firstly, this paper analyses the change of land expropriation compensation system in China, and finds several defects in land expropriation compensation system, such as lack of laws, unreasonable compensation scope and standard and nonstandard operation process. Secondly, this paper takes Guanlin town in Yixing city, Jiangsu province as study case. Based on the real data of land expropriation and compensation through field visit or household investigation in Guanlin town, this study finds that most farmers are willing to participate in land expropriation and most landless peasants who obtain social security are satisfied with the current social security system. However, part of the landless farmers participates in land expropriation before the issuance of land expropriation compensation policy which related to social security. As a result, they didn’t obtain social security. Thirdly, this paper analyses the necessity of establishing a social security system which aiming at landless peasants, and emphasize that all the landless peasants should be brought into the social security system. Finally, some countermeasures and suggestions are put forward from the perspective of establishing social security system and minimum living security system, strengthening cultural education and vocational training, and popularizing of legal knowledge, which in order to perfect the land expropriation compensation system and protect the legitimate rights and interests of landless peasants.
