Study On The Unemployment Risk Of Floating Population In The Trades

With the continuous development of society and economy,the floating population of employed workers has been expanding.With the constant adjustment and upgrading of China's industrial structure,the risks of unemployment in large numbers of floating population have become more prominent.The main purpose of the floating population is to obtain economic income.Compared with the general population,the floating population is more costly and less secure,which makes it more urgent for the floating population to take up the employment and security needs.The report of the 19 th National Congress of the Communist Party of China(CPC)pointed out that employment is the most important livelihood for the people.We should provide a full range of public employment services and promote multi-channel employment and entrepreneurship among youth groups such as college graduates and migrant workers.The employment of migrant workers is not only the implementation of the report of the 19 th National Congress but also the urgent requirement of building an overall well-to-do society.Based on the perspectives of employment and social security,this study uses the dynamic monitoring data of the floating population in 2014 to comprehensively analyze the employment status and employment characteristics of current floating population in China.Based on the analysis of previous studies Based on the above,combined with the opinions and suggestions of experts and scholars in related fields,the fuzzy comprehensive evaluation method is used to evaluate the unemployment risk of the floating population.First of all,it constructs the index system of unemployment risk assessment for the floating population in employment,and conducts a scientific and reasonable verification on the correlation and discrimination of the unemployment risk assessment system of the floating population.At the same time,AHP is used to determine the weight of each index.Through expert experience Method to determine the risk membership of each indicator,so as to evaluate the unemployment risk of the employed floating population.Subsequently,the reasons for the higher unemployment risk of floating population in employment are analyzed and analyzed,which are analyzed from the individual level,the enterprise level,the social level and the system level respectively.Finally,the paper puts forward some countermeasures and suggestions on how to improve the anti-unemployment risk of floating population.This paper draws the following conclusions through research:(1)The unemployment risk of floating population in our country is at a high level.(2)Personal risk has the greatest impact on unemployed migrants,followed by enterprise risk,social risk and family risk;(3)Among the sub-indicators that affect the unemployment risk of migrant workers,the top five of the weight values are employment status,Nature,social insurance,labor contract and education level.However,the main reason for the high unemployment risk of migrant workers in the floating population include the low accumulation of human capital,the weak competitive power and the weak awareness of rights protection.At the same time,due to the lack of relevant legislation and regulation,Population rights and interests of the incident have occurred at times;while the social level,there is more serious employment discrimination,resulting in more difficult for the floating population of migrant workers;the same time,urban and rural dual household registration system led to the labor market segmentation,and the difference between the public welfare hidden behind the household registration system And the lack of social security,further exacerbated the unemployment risk of the working floating population.Therefore,this paper proposes that on the one hand,it is necessary to break the system barriers and establish a fair and equitable competitive platform;at the same time,we should strengthen legislation and supervision,standardize the employment behavior of enterprises,crack down on illegal activities that encroach upon the rights and interests of the floating population,increase the self-employed human capital,Eliminate employment discrimination and create a good employment atmosphere;establish and improve the social security system for working-class migrants,solve the worries of migrant workers and improve their ability to resist risks of unemployment.
