Land use planning is a mid-to-long term strategic planning.The use of positioning evaluation as a means to analyze the spatial differences between the status of planning implementation and the layout of plans is of great significance for improving its spatial layout and optimization capabilities.Academic research on planning evaluation focused on qualitative and quantitative analysis,ignoring the matching of land spatial changes and planning schemes in planning implementation.Therefore,this paper builds a positioning evaluation system and analyzes the macro-control and guidance of resource allocation in Qinzhou District,Tianshui City,in order to provide reference for planning implementation and revision.Results showed:(1)The results of contiguous farmland analysis showed that during the period from 2009 to 2015,Qinzhou District had achieved some results in realizing the centralized layout of cultivated land.The results of the spatial coherence analysis indicated that there was a large gap between the current status of planning implementation and the planning goals,first,there were many adjustment areas because of the non-conformity of land types,and the second is that the planned non-implementation area was too large;The results of land use layout differentiation show that the agricultural production function had a lower index of differentiation,poor spatial distribution and planning conformity,a higher differentiation index between urban and rural construction functional areas and ecological function areas,and no significant deviation from land use layout and planning.The analysis of the center of gravity of construction land in the central urban area showed that the distribution of construction land between 2009 and 2015 tends to had a 17-degree south-south orientation with a base-year center of gravity.Discrete analysis of the distribution of construction land in the central urban area showed that the major axis of the construction site standard deviation ellipse was located roughly in the southwest-northeast direction.From 2009 to 2015,the spatial distribution of this orientation construction site deviated from the center of gravity was the most,the fastest growth,and the growth in the northwest-southeast direction.The results of land anisotropy analysis showed that during the implementation of the plan,the change direction and intensity of various land use types in the 16 sector orientations were inconsistent with the planning expectations.(2)The comprehensive score of land use planning in Qinzhou District was 68.91,and the implementation result was “general”,indicating that there was a spatial difference between the implementation status of the plan and the planning objectives.Among them,the planning execution power score was 68.53,“general”;the planning control power score was 70.89,“good”,the planning guidance score was 68.25,and “general”.(3)Regarding the implementation of the plan,the implementation of planning had played a certain role in improving the quality of cultivated land and optimizing the spatial layout.The score is 87.37,but the overall fit of the results of planning implementation was generally low,especially for the urban land and rural residential areas at the level of the geographical maps.Scored 15.72,75.98 respectively;In terms of planning and control,the area of the three major function areas within the evaluation year in each circle was basically between the base year and the target year,which was in line with the distribution trend of the planned land,indicating that the layout of the functional areas was not largely deviated from the planning arrangement;In terms of planning and guidance,the center of gravity of construction land in central urban areas was in line with the direction of planning guidance,but its discrete distribution trend was inconsistent with the planning objectives.The score was 0,and the anisotropy scored for rural residential areas and typical ecological function areas were 6.25,43.75,they do not meet the planning requirements in most of the locations.
