| General land use planning is to predict future land use goals,and also to achieve the goal of the action arrangement.The implementation evaluation of land use planning can provide the necessary theoretical basis for the adjustment and revision of the planning.Evaluation results can be summarized as the evaluating index system of the implementation of the current planning,weight of index,evaluation studies,etc.the Spatial intuition of evaluation is weakness.Combined evaluation-index and spatial concordance method using the spatial analysis function of GIS,the implementation of general planning regulations of the Dongchangfu District of Liaocheng city in 2016 was evaluated in this paper.Compare the results of the two evaluations and analyze the implementation of the plan.The result show:The main conclusions of the index evaluation are as follows: the completion of agricultural land and construction land are better,the results are 0.98/0.97,others are worse,0.65.The completion of cultivated land and garden land is better in the second grade land category.Other agricultural land are not satisfactory.Due to the expansion of the urban fringe,the construction of new construction projects in the southern part of the city leads to the use of land for transportation and water conservancy exceeding the planning target.The water area ground category does not meet the planning target request.The main conclusions of spatial evaluation are as follows: For the whole research area,the incongruous ground type mainly concentrates around the central urban area,the better results are cultivated land and traffic water conservancy land.The second is urban and rural construction land and natural reserve,and the other land types have poor coincidence effect.The main conclusions of comprehensive evaluation are as follows: cultivated land is the best,and the indexes of garden,woodland,urban and rural construction land are all in line with the planning requirements,but the spatial location distribution is unreasonable,so it is urgent to control its scale development.Other agricultural land,other construction land and water areas are of uniform evaluation results,the results of planning implementation are not ideal,and there is a great difference with the planning objectives.Traffic and water conservancy land has a higher degree of spatial coincidence and a lower index level,indicating that the expansion rate of traffic and water conservancy land has exceeded the planning expectations.It is necessary to adjust the planning properly so as to adapt the land use planning to urbanization.The main measures proposed,administrative measures: to improve the supervision system of intensive use of construction land;to standardize the approval process of key construction projects;In the process of planning preparation and adjustment,make every effort to adapt the planning to the future social development,Technical measures: perfecting the land use planning management information system;combining with the actual situation in the district to formulate the technical standard in accordance with the planning land evaluation;social measures: strengthening the farmers’ sense of responsibility for planning;Strengthening the Supervision in the implementation of Planning. |
