Evalation Of Implementation Of General Regional Land Use Planning In County Level

Nowadays, China, our country is on the rapid development stage of industrialization and urbanization. In the line with this, the issues related to natural resources, environment-protection and development raised the public major concern increasingly. The adjustment of industrial structure and building harmonious entironment bring the new challenges to our government on the land resource management. As one of the very important macro control means, the land use planning played a key role in coordinating the relationship between the human activities and land resource use. Under such background, our country started the third round amendment and redaction of China` s land use overall planning. By the scientific study of implementation situation of last round national land use planning, the results will help making this round of compiling, implementing work getting into the better guide of development. This article will take the City of Arkesu, as the example, to discuss the evaluation theory, land use planning implemented,index system and evaluation means undertaken by our government.In the first part of this article, the authors bring us reviewed and summarized the general situation study of land use planning implemented inside and outside our country. For the second part of the article, on the basis of understanding of operational mechanism and effective functions of land use planning, authors studied some fundamental knowledge of land use planning evaluation, including connotative definition, basic theories( the theory of land resource` s sustainable use , related systemic theory, related national policies), characteristics, system structure, principles, working content and operation procedures. In the third part of this article, authors take the real situation happened in the City of Arkesu as the target. Through this cited story. Footed on the abovementioned first two parts study, authors researched the details of implementation of last round of land use planning there. During the research, authors analyzed the results of economy, society development and ecological development after scrutinizing last round planning implementation, defining the implementation effective-functions comprehensive evaluation index system. Emphasis and proportion, building the cooperation mode etc. at last part of this article, the authors presented their new suggestions about redacting, implementing new round of land use planning by summarizing and avoiding the problems existed in the City of Arkesu when last round planning implementation.
