The overall land use planning is a guiding document for the strict implementation of land management,and is the fundamental means to carry out land use control.It plays an important role in the land use control system,the control of construction land expansion,the protection of basic farmland,the dynamic balance of the total cultivated land,the protection of ecological environment and the improvement of land use efficiency.The overall land use planning of Guangde(2006-2020)was completed in 2008 and was approved in 2009.In November 2014,the general office of the Ministry of land and resources issued "adjust and improve land use planning work program"(letter of the Department of land and resources 2014 No.1237),decided in the country to carry out perfect adjustment of land use planning;in March 2015,the Anhui Provincial Department of land and Resources issued the "notice on the adjustment of land use planning to improve the preparatory work"(Anhui MLR 2015 No.312),adjust and improve land use planning work carried out in Anhui province.Planning to adjust and improve the static and dynamic combination of the implementation of land use planning management,ensure the reality and rationality,and the implementation of evaluation is to carry out the planning part of the work necessary to adjust and perfect.In this paper,Guangde County as the research object,the implementation of planning evaluation.Planning focus on formulate,but the implementation is more important.In this paper,the implementation of the evaluation of the implementation of the use of qualitative and quantitative evaluation of the combination of methods,from the index hoof selection,weight determination,selection,classification of four aspects to build a theoretical evaluation model.On the one hand,it can expand and improve the theoretical content of the implementation of evaluation studies,on the other hand,it can provide the appropriate reference for the planning and improvement work to be carried out.The main contents are as follows:The first part is the introduction,which briefly explains the background of the selected topic,expounds the content and methods of the research,and makes a brief introduction to the research status at home and abroad.The second part is to construct the theoretical framework,the implementation of the evaluation target and meaning,principle and necessity of implementation evaluation,defines the concept of land use planning,expound the theoretical basis of the following parts.The third part of the construction of the overall planning of land use evaluation model,illustrates the evaluation of the idea,content and system structure,establish the implementation of evaluation index system,the weight and the effectiveness of the comprehensive evaluation method.At the same time,on the basis of quantitative analysis,the implementation of the planning control indicators,spatial distribution,functional distribution,land conservation and intensive level and comprehensive benefits of qualitative analysis.The fourth part is the theory into the practice part,briefly describes the profile of Guangde County,the current planning situation,establish the evaluation index system,comprehensive evaluation of the utility function method is verified,after comprehensive evaluation of the implementation of the plan,and puts forward some countermeasures and suggestions of revision and implementation of management planning for the future.The fifth part is the conclusion part,summarizes the conclusions of the research,and puts forward the research prospects.
