With the continuous development of Ganzhou's urban economy,after the withdrawal of county of Ganxian and entitled district to this area,the central city of Ganzhou has exceeded 160 square kilometers and the population has exceeded 1.6 million.Under the current situation,Ganzhou local government wants to develop the rail transit construction project,and also plans to construct the expressway project to drive the economic development of ganzhou region.However,compared with the expressway project,the metro project is a major infrastructure project invested by the government and it needs more capital needs.But enthusiasm in heavily in the construction of infrastructure projects throughout the country,causing many local governments blindly without considering the construction of subway project for the city and the development of the economy is practical.After the construction of the subway project,the huge economic burden is paid by the public.So in this paper,based on the theory of economic evaluation of aspects such as financial evaluation of related knowledge to establish the corresponding evaluation system,according to the specific example,through the concrete analysis,the choice of concrete sections for scheme comparison,expressway project and the subway project will require the cost of local government and the benefits that the projects will produce.In order to measure if using expressway network instead of the subway network can much effectively promote the economic development of small cities,and judging the necessity of the subway project for Ganzhou district.The case analysis results demonstrate that the expressway construction project has strong practical value and more direct driving effect for small cities,while the metro project's national economic benefit value in the short term is not higher than the expressway based on the economic level of Ganzhou at this stage.The internal rate of return of the subway project is lower than the expressway project and the project may bring greater debt risk to government finances.Therefore,it is concluded that,for the current situation of Ganzhou region,the subway project will have a lower economic benefit than the expressway project.The construction of expressway project is more suitable for the economic development of Ganzhou and it can stimulate the regional development more effectively.
