The problems of urban historical planning and rapid economic growth have made Wenzhou's transportation fail to keep pace with the times.Congestion and chaos in traffic has constrained the overall development of Wenzhou City to a certain extent.It has become an urgent task to build Wenzhou people's own rail transit.However,the majority of domestic urban rail transit construction still follows the traditional government-led investment and financing model.It cannot fully meet the huge funding needs of the rail construction and must seek a diversified investment and financing model.As a new type of public-private partnership model,the PPP investment and financing model stands out with its advantages of improving construction efficiency,strengthening operations management,saving time and costs,and becoming an important investment and financing model choice for modern public utilities construction.The core content of this paper is to build the investment and financing mode based on the urban rail transit and the comprehensive development of the properties along the line.The key contents of the article research mainly include the following three parts: 1.This paper studies the way of urban rail transit investment and financing during the construction period and the operation period and analyzes and elaborates on the investment and financing of PPP.The participants' functional positioning,fundraising methods and sources of funds,franchise plan development and operational processes under the model.A further analysis was made on the franchise rights scheme in the core part of the PPP model.The franchise rights were analyzed from three parts: franchise rights formation,program development,and operating term.2.Explained the four subsidy modes of government subsidy for urban rail transit,alongside and site advertising,and fiscal tax incentives,comprehensive development of “rail + property” to further analyze the conditions for the smooth implementation of the PPP model and increase the operating income of urban railtransit.At the same time,it can also attract more social capital.Focus on the "track +property" comprehensive development part of the analysis,from land transfer to planning and construction to the final operation and management.3.Combining the contents of the first two parts,for example,the application of the S1 line of Wenzhou City Railway in the PPP mode.This paper analyzes the necessity and feasibility of applying the PPP investment and financing model for urban rail transit in Wenzhou.Its innovation lies in optimizing the operational flow of the PPP investment and financing model based on the characteristics of Wenzhou itself,so that the PPP investment and financing model more closely fits the city of Wenzhou.The construction of rail transit will increase the efficiency of project investment and financing,and ultimately it will be able to achieve the sustainable development goals of urban rail transit in Wenzhou.In addition to the theoretical knowledge of PPP mode and the practical experience at home and abroad,this paper focuses on the analysis of the specific implementation of the concept of “track + property” integrated development,and finds out the investment and financing programs suitable for the construction of urban rail transit in Wenzhou.It is hoped that this will provide some useful lessons for the just started urban rail transit construction in Wenzhou.
