With the rapid development of economy,an increasing number of people from towns and villages are flooding into large and medium-sized cities.As a result,traffic congestion is getting worse.In this context,urban rail transit emerged.In recent years,the increasing construction demand of urban rail transit has formed a relatively prominent contradiction with the prominent fiscal deficit of local governments.After the Third Plenary Session of the Eighteenth Central Committee,investment in urban rail transit projects with PPP mode gradually formed a upsurge.In China,the adoption of PPP mode in the field of urban rail transit is still at the initial stage of exploration.There are many points worth studying in its application.The main research contents of this paper are as follows:Firstly,the operation mechanism of PPP mode in urban rail transit project is studied.On the basis of analyzing the operation mode of PPP mode and the economic characteristics of urban rail transit project.The operation mechanism of PPP mode is combined with the uniqueness of urban rail transit in China.This part discusses the participants,return on investment mechanism and risk management of PPP project in urban rail transit.It provides a theoretical framework for subsequent analysis and application of PPP model at home and abroad.Secondly,the application of PPP model in typical large-scale transportation infrastructure projects at home and abroad is analyzed.Based on the theoretical framework proposed above,the operational mechanism in the application process of various projects is analyzed by means of comparative analysis and statistical analysis.By comparing the advantages and disadvantages of each project,the common factors affecting the success or failure of PPP project are extracted.Then form the enlightenment to similar PPP projects.Finally,taking K city urban rail transit Line 5 as an example,the practice of PPP mode in urban rail transit projects in China is analyzed.From the policy background and economic environment of K city and the advantages of PPP mode,this part discusses the feasibility and necessity of applying PPP mode for K city urban rail transit Line 5.Based on implementation plan of the project,the application is carried out from the aspects of project participants,investment and financing structure and risk management.Through the above analysis,it is concluded that Line 5 in K City has good performance in organizational structure,risk management system construction and core participation of social capital.The shortcomings of Line 5 in K city aremainly manifested in the following aspects:single financing channel,high unit cost,imperfect incentive mechanism of rewards and penalties for social capital,lack of local professionals in the field of PPP,and imperfect project supervision mechanism.Based on the enlightenment of the former part,the part puts forward the corresponding improvement measures and strategic suggestions on the shortcomings of the project.This paper discusses the theoretical framework of the application and analysis of PPP mode in urban rail transit projects in China.It discusses the operation mechanism and application modes of PPP projects at home and abroad.Taking K city urban rail transit Line 5 as an example,discuss the shortcomings of application and optimization suggestions.The research results have a certain reference value to enrich the research in related fields.It also has a certain reference significance for the practical application of PPP mode in urban rail transit projects in China.This paper contains 21 figures,12 tables and 102 references. |
