| Although China’s economic development has entered a new normal stage,the economic growth has changed from high speed to lower speed.However,the increase of population mobility and vehicle ownership still makes the pressure of urban traffic larger and larger.In order to alleviate traffic pressure,many cities have begun to build urban rail transit projects,hoping to alleviate traffic congestion and reduce environmental pollution.However,because of the high cost of urban rail transit project construction,it is difficult to use the traditional construction mode dominated by the government.Both the BOT and the PPP model are the fina ncing modes of infrastructure construction in recent years.In order to speed up the development of urban rail transit in China,this paper hopes to study the two financing modes of PPP a nd BOT through practical cases.The applicability of the two models in urban rail transit projects in China is explored and suggestions for development are put forward.This paper want to provides a solution to solve the problem of financing difficulties in the construction of urban rail transit in China,and can also provide theoretical support for the use of PPP model in urban rail transit in China.Through the comparative study of cases,the article summarizes the successful experience and analysis problems,and puts forward some suggestions on the use of PPP model for urban rail transit in China,and provides some reference and experience for the construction of rail transit projects in other areas of our country.This paper first introduces the financing model of PPP and BOT,and urban rail transit.Then,it introduces the general situation and operation mode of three cases,including Beijing Metro Line 4 and line 16 PPP project,and the second phase of Shenzhen Metro Line 4.Then we compare the three cases from the aspects of financing structure,project control right,risk sharing mechanism,profit mode and supervision mechanism,and further compare the two financing modes,and draw the conclusion that the PPP mo,de is more suitable for the construction of urban rail transit in China.Finally,according to the fourth chapter,the case analysis part of the analysis of the problems and experience,combined with other countries and regions advanced practices,put forward innovative financing way,improve risk sharing mechanism,increase revenue channels and other suggestions. |
