| After 30 years effort since poverty alleviation in China in the mid-80s,the population of the poor has dropped to 30.46 million by 2017.Along with the task of poverty alleviation that getting heavier,the difficult of poverty alleviation is getting harder.At present,China has entered the sprint final stage of poverty alleviation to tackle the tough issue.In order to achieve the goal of building a moderately prosperous society in 2020,Party and state leaders attach importance to the strategy of targeted measures in poverty alleviation.Therefore,this strategy demands the highest request for the government.However,it far exceeds the ability of the government in satisfying pluralistic poverty alleviation and investing manpower and time for tracking poverty alleviation work.Thereby,the government seeks the power of corporations and society to take part in the targeted measures in poverty alleviation.The social organizations have been able to provide public service for the government and to participate the targeted measures in poverty alleviation.Additionally,the government and local governments have promulgated a number of policy providing full support for social organizations to encourage them to participate in poverty alleviation.From the perspective of state,social organization and citizen,this paper analyzes the reasons for the participation of social organizations in poverty alleviation.Firstly,at the nation level,the stress of comprehensively deepen reform and harsh poverty reduction has led the state to seek the participation of social force in poverty alleviation.Secondly,based on the background of the development of social organizations since 1949,it is points out that the social organizations have rich experience in helping the poor and can play a professional role in the poverty alleviation.Finally,from the point of view of the multi-dimensional demand of the poor,the social organizations are involved in the advantages poverty alleviation.The paper deemed that in the past of extensive poverty alleviation,the social organizations paid more attention to the poverty alleviation in survive,technique,education,happiness,material and so on;While the targeted measures in poverty alleviation laid emphasis on ideology,technique,industry,health,Internet+ and so on.Also,the paper made ability comparison of social organizations in these areas based on different performance.In this paper,social organizations were confirmed to make a remarkable achievement on providing the support of finance and manpower and innovated the way of poverty alleviation.Meanwhile,their limitation was emerged.Although social organizations had their unique advantage on poverty alleviation as supplementary power,it had many problems.Social organizations had a severe brain drain problem because of the non-profit feature.Their credibility was impacted because of improper organization construction and frequent negative news.The majority of the non-governmental social organizations were also facing the issue of resource mobilization.Social organizations are not only facing internal problems,but also facing the external problems.In China,the formal "The law of social organization"had not been promulgated,thereby the higher-order law was lacked for social organizations.The MCA(Ministry of Civil Affairs of the People’s Republic of China)had enough exposure and suppression of illegal social organizations,but the supervision for social organizations was not perfect yet.The relationship between government and social organizations was more like buy-and-sell but not cooperation.Moreover,the resource sharing was also insufficient within social organizations.In addition,this paper demonstrated the case of "Development in North Huanggu Village" of Yuandu Commonweal Organization in Weifang,Shandong.The organization advantage and the method of work in targeted measures in poverty alleviation were fully elaborated in this paper."Development in North Huanggu Village" was the first and the great case of participation in targeted measures in poverty alleviation in Shandong.Hence,to some degree,it was a good reference and representation.Furthermore,based on the problems and the case referred to,the paper proposed the optimization direction of social organizations in participating targeted measures in poverty alleviation from three categories:the construction of organization,the construction of environment,and enriching participation method.First,improving the ability of docking and working and the level of professional in targeted measures in poverty alleviation.Second,strengthening organization credibility,and expanding funds source and enhancing the financing capacity.Third,speeding up the promulgation of The law of social organization and improving supervision system,and developing the construction of platform.Last but not least,broadening government’s purchase and developing poverty alleviation of e-commerce,and transferring from single poverty alleviation project to numerous projects. |
