| Since China’s economy has entered the new normal,the Northeast’s economy slowdown.In order to further promote the healthy development of Northeast’s economy and push the upgrading of the economic structure,the region’s economy will need to be driven from factors and investment to innovation as soon as possible.The new classical economic growth shows that the primary source of rapid economic growth is the improvement of total factor productivity growth,that is,the progress of technology.The progress of technology depends largely on the innovation of science and technology,so that scientific and technological innovation can promote economic growth.According to the present situation of economic development in northeast China,using the data from the prefecture-level cities of the three northeastern provinces from 2007 to 2015,the use of weighted discrete coefficient method to build regional innovation ability from four aspects:knowledge innovation,technological innovation,R&D investment and innovation environment,the introduction of Shandong Province prefecture-level city data as a comparison,and we will use cluster analysis to deal with the data.At the same time,the global principal component analysis and factor analysis method are used to construct the regional innovation ability comprehensive index.The same conclusions are drawn from the study of innovation ability score and innovation ability index:The development of the Northeast shows a serious imbalance,the provincial capital city,planned city innovation ability’s develops relatively quickly,other cities develops slowly,and the gap between the two categories has increased over time,The innovation ability scores of some cities inside the provinces of northeast China show a strong co-fluctuation.In order to further study the relationship between regional innovation ability and economic growth,and explore the greatest contribution to economic growth in innovation capacity,and examine whether regional innovation capacity has a significant spillover effect on the economic growth in Northeast China,establishes the Spatial Durbin Model from the four aspects of the innovation ability score,and introduces the innovation ability index into the model and carries on the related analysis.Conclusions:regional innovation ability has a significant positive effect on economic growth in northeast China,R&D investment is the first in terms of the contribution of economic growth to all aspects of innovation ability,followed by technological innovation,innovation environment and knowledge innovation.Knowledge innovation in the northeast region is relatively weak relative to other aspects of innovation to some extent.From the perspective of the spatial effect,on the one hand,the direct impact of innovation ability on economic growth shows that the direct impact of human capital investment,material capital investment and regional innovation capacity on economic growth has a positive effect,and population density has little effect on economic growth.In terms of indirect effects,there is no spatial spillover effect of material capital investment in the northeastern region.Due to the limited material resources,the increase of material capital investment in other neighboring areas has an inhibitory effect on the economic growth of local area.From the aspect of regional innovation,there is a significant spatial spillover effect on the regional innovation capacity among the cities in Northeast China,the main reason can be explained by the Diffusion of Innovations Theory.In view of the existing problems,put forward the corresponding policy recommendations.Promoting the balance of regional innovation capacity development among the provinces and regions of the province.According to the basic laws and evolutionary dynamics of regional economic development,policies should be introduced in time to accelerate the innovation capacity of northeast China.According to the development characteristics of northeast China itself,making relevant policy to improve regional innovation ability,promoting the knowledge innovation,technology innovation,R&D and innovation environment four aspects ability enhancement. |
