New-type urbanization is the only way for modernization.As a big province in agriculture,the Midwest transition,and the joint of the Yangtze River economic zone and costal economic zone,Hunan Province need to promote the the new-type urbanization actively and steadily,which is with great practical significance in solving the Three Agricultural Issues,achieving the social and economic transformation,and balancing the regional development.This paper reviews the history of urbanization in Hunan Province,a nd analyze the problems existing in the traditional urbanization process.Then,the connotation of the new-type urbanization is discussed in the following four aspects,the degree of economic development,the public service quality,the coordinative level of the urban and rural development,in addition,the ecological and environmental protection.On the basis of the new-type urbanization evaluation system created by us,using principal component analysis,we get the results of the new-type urbanization comprehensive level for Hunan Province in total,and 14 cities or states respectively,according to the relevant statistical data from 2008 to 2013.Through further evaluation and comparison of the new-type urbanization level of Hunan Province,especially the inspection of the spatial evolution pattern with spatial econometric empirical techniques,we test the new-type urbanization spatial spillover effect.Finally,according to the conclusions of the research,combined with the reality of Hunan Province,this paper tries to give a proposal for new-type urbanization policy in Hunan province.The results of the study show that:(1)along with the increasing industrialization process,the urbanization process in Hunan Province also underwent a relatively fast development,no matter from a low starting point,but the traditional urbanization of Hunan Province still exists several problems,such as characteristic dual structure of urban and rural,serious lag of civil urbanization,low quality,unreasonable structu re,inadequate organization and so on.(2)During 2008 to 2013,in Hunan Province,the new-type urbanization level is steadily improved from a general view,but unbalanced,since it is apparent that,compared with the western,the development of the eastern is higher,faster and stronger,combined with the fact that Chang-Zhu-Tan as the central-city group lacks the radiating effect to its surrounding area.(3)The spatial distribution pattern of the new-type urbanization demonstrates an obvious core-edge pattern,where Chang-Zhu-Tan plays as the core,Yueyang,Yiyang,Loudi,Changde,Hengyang,five prefecture-level cities form the edge,in a "3 + 5" manner.No matter the global Moran's index I test and Geary index C test,or the local LISA index test,they all suggest a significant spatial correlation among the cities of Hunan province.(4)The study finds that the degree of economic development,the public service quality,the coordinative level of the urban and rural development have positive correlation with local new-type urbanization.Determined by the estimated coefficients significance of indirect effect,we found that the degree of economic development and the regional environmental protection level both cause positive externalities to the new-type urbanization process of the surrounding districts,which indicates the potential mutual correspondence in the process of economic growth and environmental administration among areas.In the future,while facilitating the new-type urbanization,more attention should be paid to the correlation between economic and environment,and we can accelerate the new-type urbanization of Hunan Province through regional cooperation.
