| China’s economic development has entered a "new normal",and the driving force of growth needs to be transformed from factor-driven to innovation-driven,and the necessity of innovation-driven development strategies has become increasingly prominent.As an important influencing factor of China’s regional innovation,foreign direct investment has shown obvious regional differences while growing rapidly in recent years.Therefore,scientific evaluation of its spillover effect on regional innovation needs to take into account the influence of spatial relevance and regional absorption capacity.Based on the perspective of absorptive capacity of comprehensive measurement,this paper correctly understands the spatial spillover effect of FDI on regional innovation and the moderating effect of absorptive capacity,and fully consider the heterogeneity of the spatial spillover effect of FDI,and the research results will enrich the related studies of absorptive capacity,FDI and regional innovation,and have important practical significance for the policy-making of rational utilization of foreign capital to improve regional innovation.First,on the basis of sorting out relevant research results at home and abroad,this paper analyzes the influence mechanism of the spatial spillover effect of FDI on regional innovation and the moderating effect of absorptive capacity on the spatial spillover effect of FDI,and puts forward the research hypothesis;Secondly,the index system of regional absorptive capacity is established,and the entropy method is used to comprehensively evaluate the absorptive capacity of various regions in China;Finally,using the panel data of262 prefecture level cities in China from 2009 to 2018,a Spatial Durbin Model including the interaction term between FDI and absorptive capacity is established to evaluate the direct and indirect effects of FDI on absorptive capacity at different quantiles and the moderating effects of absorptive capacity.The results show that:(1)the regional absorptive capacity shows a steady upward trend in the time dimension and a trend of "high in the East and low in the west,high in the South and low in the north" in the spatial dimension;(2)The direct and indirect effects of FDI are positive in regions with high absorption capacity,indicating that FDI in this region and other regions has demonstration effects and personnel flow effects on regional innovation;It is negative in regions with low absorptive capacity,indicating that FDI in this region and other regions has strong effects on regional innovation,such as competitive effects and technological extrusion effects;(3)Absorptive capacity plays a positive role in moderating the direct and indirect effects of FDI.The stronger the absorptive capacity,the greater the role of FDI in regional innovation;(4)Temporal heterogeneity analysis showed that: with the passage of time,the direct effect and indirect effect of FDI show an upward trend;The spatial heterogeneity analysis shows that the spatial spillover effect of FDI in the East is not significant,and the spatial spillover effect of FDI in the middle and western regions is negative;The larger the spatial scale of FDI,the greater the urban spillover effect.Consequently,this paper makes the following recommendations:(1)the government should effectively play the role of FDI on regional innovation and promote the localization of R&D activities of foreign-funded enterprises;(2)regions should take advantage of their strengths and actively improve regional absorption capacity,which in turn promotes the development of regional innovation;(3)The region should focus on talent training and investment in science and technology funding to enhance independent innovation capabilities;(4)the government should adopt differentiated regional policies to enhance the independent innovation capacity in the east and cultivate the absorption capacity in the middle and western regions. |
