In the market economy environment, scientific and technological innovation talent flow and gather between regions under the guidance of many factors such as resource,environment and benefit.The agglomeration effect caused by them have been paid more and more attention by research scholars at home and abroad. The agglomeration of scientific and technological innovation talent is not only can help himself realize his own value maximization,but also can effectively promote the economic, social and industrial development in the gathering and it’s surrounding areas. However, the regional differences of China’s scientific and technological innovation talent’s agglomeration is relatively large,and the extreme phenomenon is obvious. Although domestic and foreign scholars have carried out a large number of theoretical and empirical research on the problem of "the agglomeration of regional scientific and technological",yet the research methods and research perspective is relatively simple, and few scholars study this problem from the perspective of space agglomeration and it’s spillover effect. On the basis of traditional research,this paper introduced spatial factors, using spatial econometric analysis methods,analyzes the current situation, the correlation of scientific and technological innovation talent’s agglomeration and empirically measures the spatial spillover effect of regional science and technology innovation talent’s agglomeration.Firstly, by analyzing the existing research results, this paper raised research questions and constructed the theoretical model based on the relationship among variables; then using the provincial panel data during 2004-2013,this paper analyzed the current situation and evolution trend of scientific and technological innovation talent’s agglomeration.This paper constructed spatial weight matrix,such as adjacency matrix, geographic distance matrix and economic distance matrix, and sets up the spatial lag model, spatial error model and spatial durbin model. Thirdly, based on the existing data and optimal econometric model, this paper empirically measured the spatial spillover effect of regional scientific and technological innovation talent’s agglomeration.By using spatial regression model partial derivatives,this paper decomposes the spatial effects of the explaining and the control variables.The study found that the level and it’s evolution trend of regional scientific andtechnological innovation talent’s agglomeration in China is very different. In different spatial weight matrix, the agglomeration of regional scientific and technological innovation talents have obvious spatial dependence. Under the adjacency matrix and geographic distance matrix, spatial spillover effect of regional scientific and technological innovation and talent’s gathering is significantly positive.Under the economic distance matrix, the spillover effect is negative. The level of economic development, regional science and education and the convenient transportation have positive spillover effect in the region and negative effect out the regions.The scientific research funding and high technology industry development have positive spillover effects in and outside the regions.Finally,based on the conclusions of the study, this paper puts forward policy recommendations in terms of economy, industry, education, transportation and scientific research funds, etc.On the basis of traditional research, this paper introduces the space factor, by setting up a variety of spatial weight matrix and spatial econometric model to analyze and test the problems of scientific and technological innovation talent’s agglomeration. And this paper empirically measures the spatial spillover effect of regional scientific and technological innovation talent’s agglomeration and the spatial effect of it’s explaining and control variables.This research will enrich the existing research content of talent agglomeration,and provide effective suggestions for the coordination of regional scientific and technological innovation talent development.The future research can increase the number of independent variables and control variables, or expand the research time span,hope to estimation models and empirical measures more accurate.
