With the reform of China's telecommunications industry restructuring and the 4G licenses issued,the knowledge economy based on the science and technology,products,good services,innovation and application is coming to us,at the same time,modern communications enterprise management faces increasing challenges and impact.In the practice of enterprise management,performance management is a crucial guarantee for enterprises to improve the operation mechanism.Therefore,the branch of Hunan Unicom Yongzhou have to transform the traditional practice of performance management,and optimize the enterprise performance management system to facilitate the implementation of performance management,so as to improve the level of human resource management of enterprises.This paper studies the performance management status and the optimum of performance evaluation indictor system at present of the branch of Hunan Unicom Yongzhou.Firstly,it introduces the background and significance of this study,and the research trends of performance manmgement practice at home and abroad.After defining the ideas and methods of research,it systematically demostrates the related theories of performance management practice,and introduces the frequently-used methods of performance appraisal such as the balanced scorecard,target management,key performance indicators and so on.There are some problems existing in performance appraisal,by the analysis of the performance management system status of Hunan Yongzhou Unicom branch,for example,company strategy and performance evaluation indicators are not closely linked;staffs are not highly agree wit the evaluation results;performance management fails to boost the improvement of enterprise performance.This paper deeply analyzes the cause is mainly failing to fully mobilize the staff to participate in the performance management,and performance management system is failing to form a closed loop,and failing to make use of the performance appraisal results.On the basis of the analysis of existing problems,this paper puts forward a design plan for the optimization of staff performance evaluation indicator system.Throuh the interpretation of the company's strategy,decomposing and making department strategy,making use of the balanced scorecard and real operation.According to the position resposibilities to set up position index,so as to achieve the strategic cooperation the strategic goal.Through the improvement design of the performance evaluation indicator system of Yongzhou Unicom,a complete performance evaluation indicator system was established,which improved the separation between the original assessment system and the strategic objectives of the enterprise.Through improving performance communication,feedback process and performance results application,and so on,to form closed loop management.At the same time,in the ideological guarantee,organizational structure,system construction,technical aspects of the protection measures proposed to ensure that the optimized performance evaluation indicator system can be successfully implemented.The improved performance evaluation indicator system is fit for the enterprise strategy and management goal,and can effectively motivate the staff and improve the performance level of employees and enterprises.
