As the rapid development and industry reconstruction of China's telecom enterprises, a new market pattern has emerged which allows the coexistence and competition of those carriers. After China becoming a member of World Trade Organization, numbers of telecom giants from oversea would crowd into China, which is bound to intensify the competition of those carriers. In this context, the re-establishment of China United Telecommunications Corporation (China Unicom) is faced with severe business circumstance. Consequently, how to bring line with international standards in case of workforce efficiency, research innovation, working maintenance and customer service, is the prior issue for China Unicom to handle with after constructional revolution, and the inner renovation is imperative. In the practice of management in one enterprise, performance management is a considerable guarantee for enterprise to consummate operational mechanism, and China Unicom need to change the traditional approach in performance management, optimize performance management system to facilitate the implementation of performance management, and improve the primary management level of enterprise.This paper firstly introduces the research background, significance, performance evaluation of domestic and international developments, research ideas and methods, then integrates the theories of performance management systematically. Performance assessment methods commonly used such as Balanced Score card, Objective Management, Key Performance Indicators would be conducted comprehensively.After that, this paper gives a introduction to the performance management of Chenzhou Unicom, and analyzes the current problems existing in the performance management architecture with internal cause.On the basis of the previous problem, the paper carries out an optimized proposal aiming at stuff performance evaluation architecture. Improved program performance is running by four steps: performance evaluation factor of selection, the settlement of the weight factor, the construction of performance indicator library and the settlement of assessment criteria, and set up a complete performance evaluation index system. For ensuring the improved system runs effectively, the writer mentions the influencing factors and security measures in executing the optimized proposal, and gives a prediction of execution results.The amelioration design of Chenzhou Unicom on staff performance evaluation index system modifies the disjunction between previous performance evaluation index and the objective in enterprise strategy. It starts from the decomposition of core strategy, offering clear instruction for various department to set target assessment; Via establishing indicators, library, setting standard of indicators to clarify the definition, calculation methods, evaluation criteria, to improve the operability of implementation in performance appraisal. In the meantime, it proposes safeguard to the concept updating, agency organizing, and institution constructing, to ensure improved performance appraisal system can move on smoothly. The new performance evaluation index system matches the corporate strategy and business objectives, and it can motivate employees effectively, and finally reach the ultimate goal of ameliorating not only individual but also organizational performances.
