Based on the theory of the performance management,this text finds out the problems of the performance appraisal indicators and performance management process by analyzing the existing performance management situation of Heze Unicom branch.The major problems of performance evaluation indicators are too many subjective indicators,Evaluation system imbalance in functional departments and production sectors, Indicators project complexity,Assessment weight dispersion,Weak assessment oriented.The major problems in the performance management process are that leaders at all levels do insufficient understanding about the purposes and role of performance management,The staff is not clear about purpose of performance appraisal,Performance management is not to play the role for performance improvement,lack of communication and feedback in performance management process,lack the necessary training and so on. and then come the diagnostic conclusions of Heze Unicom branch's performance management inadequate in four areas. First, performance index designs flaw because of Pyramid organization structure. The second, business processes is complex, infrastructure work is weak.The third, strategic planning and performance management is out of touch.The fourth, assessment results is no feedback,and thus determine the objectives, guidelines and principles of performance management system designing.This text importantly and systematically expands on the design of performance management system and optimum implementation schemes of Heze Unicom branch with the integration of theories. According to the practice of the Process of designing performance system for Heze Unicom branch,BSC has been introduced into performance management to certain the performance assessment element by made the indexes of finance/benefit,service/operation and develop all get together.Then use the method name"Value Tree"to make the enterprise strategy mission decomposed to every department and post,establish performance appraisal index of departments and individuals by select KPI,to achieve two-way communication of performance objective and make personnel grow with enterprise.In order to protect the enterprise performance management system effective implementation, effective measures for efficient implementation of the performance evaluation system are proposed.In a word,efforts should be made to ensure building performance assessment implement essentials,strengthening system construction and the problem appeared in running the performance management system,so as to improve the work efficiency of individuals and organization,eliminate the short-board of work and finally help the company achieve the strategic goal of the company.Finally, summary of performance management system design of China Unicom Heze branch, and then draw conclusions.
