Analysis And Researching On The Procument Risk Management Of International Electric Power Project

With the saturation of the domestic power plant market and the implementation of the national "the Belt and Road" strategy of China,more and more Chinese enterprises go to overseas markets to develop and implement power projects.Power projects are the type of funds,technology-intensive,and with huge risk.The amount of material purchase at every turn can reach to billions of dollars,and the quality of material procurement also affects the result of the project,so the research on risk of procurement for power engineering is very important.Risk management currently uses the framework of risk identification,risk assessment and risk response.This thesis intends to describe the process of international power engineering material procurement activities,on the basis of above,use expert investigation,experts are invited to provide international power engineering procurement risk cases and risk factors,identify the following 17 risk factors: design and technical risk,contract version risk,the list of qualified suppliers is not rich,bidding collusion of the bidder,the bid evaluation standard is unreasonable,the lowest bid winning tendencies,market volatility,fraud when choosing supplier,transportation risk,review the acceptance risk,the owner designated supplier risk,supplier performance is flawed,customs clearance risk,supervision is not in place,file management risk,exchange rate risk.Combined with typical cases known by the author and provided by experts,use case analysis to support the risk factors identified by expert.Analytic hierarchy process is used to construct the evaluation model.The expert survey method is used to evaluate the risk value of the international power plant project by using the analytic hierarchy process.Through the example,we use the model to calculate the risk weight and verify the validity of the model.For risk,put forward various risk response measures.Through the case study,the applicability of analytic hierarchy process to the risk assessment of international power engineering material procurement risk is verified.For the domestic enterprises engaged in international electrical engineering materials procurement,the thesis established a risk list for them to pay attention,enterprises can be based on this,screening and supplement the list of risks applicable to their own projects and to manage,and learn from the methods used in this risk assessment and take the response.The thesis content can guide the actual work,and provide some reference.
