As the trends of modern projects with more complexity larger-scale and more professional, risk management gradually evolves as the core content of the project management. From the practice of China’s international engineering projects, international engineering contractors of China lacks the ability to handle the risk which mainly reflects in the follow fields: project risk system is not strong enough to effectively cover project risk; risk analysis and evaluation capabilities can not effectively estimate the risk; lack of capacity to cope with risks with serious shortage in risk response measures, especially the low ability to identify risk which fails to timely warning for the significant risks, or even it exists great lack of basic risk evaluation process. Due to the great differences in domestic and international engineering project implementation environment constraints, the lack of comprehensive risk analysis and evaluation is the important reason for the loss of foreign projects. Enhance to improve risk evaluation capabilities of the international project has important practical significance and there is increasingly strong demand for group decision-making model of engineering risk evaluation.It seeks to carry out the research on group decision-making model and application in the international engineering risk evaluation and the contents are conducted as follows: on the foundation of detailed analysis of to carry out the risk evaluation in the international engineering project the evaluation system is set up and after that the international engineering risk evaluation model based on the standard-correction-G1model and eventually extended to the field of group decision-making. Finally it is applied to a real project to prove its applicability of the model.Some conclusions are obtained with the research: firstly on the basis of the international engineering project risk evaluation research, the risk evaluation system is conducted. Secondly on the basis of traditional evaluation method it chooses to conduct the standard-correction-G1model and build the international engineering risk evaluation model and further the group decision-making model is conducted based on the similarity theory which extend the model to the group decision-making theory. Lastly the Lae Port Development Project is taken as example to confirm its applicability.
