The power engineering construction industry has always been a basic industry of the national energy economy.The prosperity of the power engineering construction industry has a profound impact on the development of the national power industry.With the gradual stabilization of the national electricity demand,besides the vigorous development of new energy projects,the traditional power generation industry has been saturated in China.However,in Western Asia,Southeast Asia,Africa and other countries,the demand for traditional power generation projects is still urgent,China's power engineering construction enterprises,the opportunity to go out of the country is ripe.For this international project,the most common mode at present is the EPC model,which includes design,procurement,construction and trial operation.It mainly involves the design,progress,cost,maintenance and so on.The research on the evaluation model of power construction enterprise's project management ability can improve the basic mechanism of internal audit and evaluation,and its evaluation result is the important basis for the owner to choose the general contractor.This paper takes four aspects as design management,schedule management,cost management and project maintenance in the process of project management,thinking in the main point of view,analyzing the problems in project management and improving the ability of the project,and constructing the evaluation index system of the project management ability.This paper,taking the Dohazari project of Bangladesh,Guangdong thermal power international engineering company as the actual case,verifies the feasibility of multilevel fuzzy comprehensive cloud evaluation model,and combines the analytic hierarchy process,fuzzy evaluation method and cloud model,and constructs a multilevel fuzzy comprehensive cloud evaluation method to solve the fuzziness and quality of the language indexes in the evaluation of project management energy.Sex is unable to evaluate the problem.Analytic hierarchy process is used to solve the problem that weights of all levels are difficult to determine.Meanwhile,fuzzy theory and cloud model theory are used to solve the problem of linguistic quantification.There are two points in the innovation in this paper:one is to use fuzzy evaluation method and cloud model to solve the difficulties in the transformation of qualitative language and quantitative value in general evaluation.;Two is to combine cloud model method with analytic hierarchy process,to construct multilevel fuzzy comprehensive cloud evaluation model,and to conprehensively solve the problem ofproject management ability evaluation.
