Research On HSE Management System Of Science And Technology Park

The HSE management system refers to the management system of Health,Safety and Environment.Focusing on the physical and mental health of workers,emphasizing the safe state of operation and production process,and paying attention to the protection of surrounding ecological environment are the core contents of the HSE management system.China national petroleum corporation(CNPC)has implemented the HSE management system in the petroleum and petrochemical business area to achieve the domestic first-class industry standard.Undertaken by CNPC,China Huayou(Group)Corporation S&T park project is the largest construction program by value of capital investment and scale of construction in Beijing area.The project is designed to take it as its duty to secure employee's health and safety,create a healthy and safe working environment,to establish and improve the health,safety and environment management system,to create a centralized,efficient and comfortable technology r&d and office environment for the group company in Beijing.In this paper,with the Huayou S&T park construction project undertaken by CNPC as the research object,and through the investigation on HSE management system at home and abroad,the present situation and existing problems lie in the HSE system of Huayou project have been analyzed and the improvement plans have also been proposed from two aspects.On the one hand,according to PDCA cycle method,following plan is proposed to improve the system: To strengthen the risk identification,risk assessment and control measures;to improve the management ability of contractor,construction team on equipment;to develop the internal audit system,increase the review management and so on.On the other hand,based on the leadership theory and incentive theory of organizational behavior,an improve scheme has been put forward centered on three aspects — promoting leadership management construction,improving staff incentive mechanism and strengthen the construction of organization culture,which provide the reference for the development of group company's HSE management.
