The Research On The Efficiency And Influencing Factors Of Rural Poverty Alleviation In Hubei Province

Since the 18th national congress of the communist party of China(CPC),the CPC central committee with comrade xi jinping as the core has taken the fight against poverty as a prominent short board and the bottom line goal of building a moderately prosperous society in all respects.We should avoid the realization of the goal of building a moderately prosperous society in an all-round way,and there are still tens of millions of people living under the poverty line.In this regard,economic and social development focuses on complementing poverty alleviation and development of this short board,and it is seen as the focus and difficulty of building a well-off society in an all-round way.At present,China has achieved remarkable achievements in the fight against poverty,with the number of rural poor people decreasing by more than 10 million each year from 2013 to 2016,bringing the total number of people out of poverty to more than 55 million.Poverty rate fell from 10.2%at the end of 2012 to 4.5%by the end of 2016,poverty-stricken areas of rural residents income growth is higher than the national average,poor people living standards improve,improve face poverty area.In the meantime,the government is also actively promote the poverty alleviation and development strategy of hubei province,has obtained the remarkable result,but we also found that the government's management and use of poverty relief funds in hubei province still has many problems,is worth us probe.Based on the above background,this paper takes hubei province as the research object,discussed the use of poverty alleviation funds operation efficiency in rural areas in hubei province and its influencing factors,respectively,for the use of rural poverty alleviation funds from 2001 to 2016 in hubei province comprehensive efficiency,pure technical efficiency and scale efficiency calculation analysis,and analysis of the input and output of the poverty relief funds in rural areas in hubei province.On this basis,set up the service efficiency of funds for poverty alleviation in rural areas in hubei province Tobit model of influence factors,through the regression analysis,it is concluded that the influence factors of the service efficiency of funds for poverty alleviation in rural areas in hubei province,based on the research conclusion put forward the corresponding countermeasures and Suggestions.Thesis research conclusions are:(1)from 2000 to 2016 in Hubei province rural poverty alleviation funds use the average value and comprehensive efficiency of scale efficiency value is low,but since 2000,the use of poverty alleviation funds in rural areas in Hubei province comprehensive efficiency and scale efficiency value in the rising stage;(2)from the point of view of input redundancy,from 2000 to 2016 in Hubei province has 5 years funding for poverty alleviation in rural areas are redundant and rural poverty alleviation funds into more,but has not obtained the corresponding results,lead to low service efficiency of funds for poverty alleviation in rural areas in hubei province is one of the main reasons.(3)based on the survey data Tobit regression analysis found that:science and technology and education training project investment,industrial poverty alleviation project investment,rural financial development scale index,rural household labor by fixed number of year of the education,the income of urban and rural residents per capita productive,rural households own original value of fixed assets and GDP per capita has significant effects on the service efficiency of funds for poverty alleviation in rural areas in hubei province.Based on the above conclusions,the paper proposes corresponding countermeasures:(1)improve rural financial market;(2)improve the policy of fiscal support;(3)step up efforts to develop rural human resources;(4)reform the urban-rural dual structure.
