Research On The Affecting Factors Of The Efficiency Of Financial Poverty Alevitation In Poverty-stricken Areas

Poverty has always been the focus of public attention.It has become the main goal of all countries to get rid of poverty in the development,especially in China.On the road to poverty alleviation,it is of great difficulty for the people in deep poverty areas to shake off poverty.How to make better use of financial means to alleviate poverty has become the key to poverty alleviation in deep poverty-stricken areas.The reason why we study the poverty alleviation in Linxia is because Linxia Hui Autonomous Prefecture is “three districts and three prefectures” as a representative,a deeply impoverished area with large poor population and has the characteristics of deep poverty,large impoverished scope and great difficulty to overcome poverty.It has great significance for China's target poverty alleviation strategy to conduct multi-dimensional analysis and find out the root cause of poverty based on the deep poverty problems in Linxia Hui Autonomous Prefecture.The main content of this paper is three parts: summarize the related researches on financial poverty alleviation,The thesis has analyzed the characteristics of poverty and poverty alleviation in Linxia Hui Autonomous Prefecture and concluded the major problems in financial poverty alleviation,list affecting factors of financial poverty efficiency in Linxia Prefecture in first part.Aimed at the problems existing in the financial poverty alleviation in Linxia Hui Autonomous Prefecture,select respectively a township as the representative in Yongjing County,Dongxiang County and Jishishan County which are in deep poverty.issue questionnaire,descriptive statistical analysis of factors affecting financial poverty alleviation efficiency in Linxia Hui Autonomous Prefecture in the second part.Collect the statistical data of financial institution branches,poverty alleviation reloans,special-purpose loans for target poverty alleviation and poor households relocating loans in the 7 counties and 1 city of Linxia Hui Autonomous Prefecture from 2015 to 2017.Apply the DEA model is used to empieically analyze the influencing factors of financial poverty alleviation in Linxia Hui Autonomous Prefecture.Through questionnaires and empirical tests,It can be concluded that the influential factors of financial poverty alleviation in Linxia are poor natural conditions,low education level of poor households,backward infrastructure,low income and imperfect financial environment.Based on this,this thesis has put forward the countermeasures to improve the sustainable financial poverty alleviation in Linxia Hui Autonomous Prefecture: enhance the educational poverty alleviation,improve the quality of the poor population;vigorously support the industry to promote employment;establish a long-term social security system;optimize the environment for financial poverty alleviation;complete the financial poverty alleviation system;guide financial institution to accurately match featured industries;strengthen financial risk prevention and control.It puts forward some countermeasures and suggestions for the poverty alleviation work in Linxia.
