| In the modern enterprise management,human resources management is the important part of the enterprise management.Performance management plays an important role in the human resource management to stimulate the enthusiasm of the staff.The scientific design of performance management index system is very important to play the role of the performance management.Therefore,the enterprise should design its scientific performance index system at the beginning of performance management.M Science&Technology Company is a small technology company.At present it has begun to use performance management.However,there are many problems in performance management system.Especially the design of the performance index system is unreasonable.It needs to improve.The paper mainly adopts the literature research method,case research method,field survey method and other scientific methods.I study the theories of performance management systematically by reading a large number of related literatures,and understand the problems of the performance index system in-depth by field survey to the M Science&Technology Company.For example,the performance index system and strategy are disjointed.It cannot truly reflect the demands of the enterprise strategic objectives and improvement of management.The performance indicators are too general,assessment criteria are too fuzzy,qualitative index is too much,difficult to quantify,and it caused human factors impact greatly.The performance indicators lack difference,cannot reflect the key performance of every position,and greatly reduce the role of the performance evaluation.The setting of the performance objectives lacks science.It cannot measure the performance.The paper put forward the design idea of the performance index system based on the Balanced Score Card(BSC)and design performance index system of M Science&Technology Company on the base of following the principle of independence,the principle of comprehensiveness,the principle of practicality,the principle of representativeness,and the principle of controllability aiming at the problems.The paper determines the weight of the performance index using Delphi method on the basic of following the principle of pertinence,the principle of system optimization,the principle of goal orientation.The paper sets the performance objectives of M Science&Technology Company by referencing industry standards,and sets the performance objectives of the department and the staff by layer decomposition on the basis of the principle of specific,the principle of measurable,the principle of attainable,the principle of relevant,and the principle of time-based.The paper provides a theoretical basis for improving the performance index system of small and medium-sized enterprises,promotes M Science&Technology Company to abandon the unscientific index system,helps it to enhance the competitiveness of M Science&Technology Company,helps to strengthen the recognition of performance management,and helps to retain the core employees and attract high-quality talent.It has important practical significance. |
