With the proceeding of the era, the percentage of educated workers among total social labor forces is increasing. More and more enterprises realized that the most important and precious human resources are personnel with specialized knowledge and technique. Performance management (PM) of Knowledge Workers should be viewed as the core of enterprise management alongside with all the emphasis put on those workers.Recent years, many human resources books and essays have the content of PM of educated workers. However, the ones which aim at this special social group and give out an operational performance management model are rarely seen. In this means, it is of great theoretical value and also realistic meanings to discuss PM and its specific approval test method with educated employees as the subject.Knowledge Economy era is a knowledge competition era. The acquirement and usage of knowledge is of significant meanings to individuals, enterprises and countries. The knowledge factor in products and services provided by companies, which will become the most important sources in the development of economy, is about to increase dramatically. The essence of competition is the competition of core capacity of companies which is knowledge and creativity skills depending. Knowledge is not only the process and fruit of human beings exploiting the world, but also the rudder, tool and method for practical utility. With more and more areas being exploited and turned in to knowledge, educated workers which are the carriers of knowledge will become the source of an enterprise's competitive capacity. In the knowledge economy era, the need of educated employees is enlarging due to the increase of knowledge content of enterprises.
