In today’s society, talent is becoming a major driving force to promote social development, highly skilled talent is a core element of enterprise development. Due to the special nature of the oil industry and the scarcity of resources, enterprises pay more attention to the cultivation of high skilled talents, continue to develop and improve productivity. Currently, China’s petroleum enterprises lack of highly skilled talents, In addition, the comprehensive quality of talents and the irrational structure of talents is not high, these are serious problems. Petroleum enterprises are the resource type industry, enterprise development is influenced and restricted by many factors. Therefore, the research on how to improve the development and problems of high skilled talents ability of enterprises has become an important issue.This paper firstly analyzes the research’s background and significance, based on a comprehensive analysis of the research status at home and abroad, displays a thesis research ideas and content. Through the investigation and analysis and information retrieval, definite of high skilled talents in petroleum enterprises, fully describes the features of high skilled talents in petroleum enterprises, and make the procedure and content of evaluation of high skilled talents with the feasibility of system science, petroleum enterprises. Combined with the characteristics of high skilled talents in China’s oil enterprises evaluation, from the theory of knowledge, skills, learning ability, innovation ability, comprehensive quality, deeply analyzing the influencing factors of high skill talent ability of Petroleum Enterprise, establish high skilled talents evaluation index and method, evaluate the ability of skilled talents in Petroleum Enterprises. According to the result of the evaluation, put forward effective strategy to improve the high skill talent ability on China’s oil industry.
