Building A New Type Of Agricultural Management System With Moderate Scaleoperation In Jiangsu Province

Building a new type of agricultural management system of strategic vision is clearly putting forward in the report of 18 th CPC National Congress and Document NO.1 of the Central Government in 2013.According to important deployment of the Third Plenary Session of the 18 th Central Committee of the Communist Party of China for our country's "three agriculture" in the new period,to deepen rural reform positively,to speed up building a new type of agricultural management system is an important task of our country's rural reform and development.And as China's major grain-producing areas in Jiangsu province,it has a pivotal position in the national food supply.As a big agricultural province,we will accelerate reform of the agricultural management system and mechanism innovation,and build a new type of agricultural management system,promote the agricultural development mode change,it is the inherent requirement of promoting agricultural modernization in Jiangsu province.This paper summarized the construction of new agricultural management system and the basic research of agricultural moderate scale management,scholars found the overall emphasis on qualitative analysis on the construction of new agricultural management system,and the research on the scale of agriculture mainly focused on the end of the last century,this situation has not adapted to China.In the process of research,this paper adopts the combination of qualitative and quantitative methods.Qualitative analysis analyses something issues not easy to quantify,summing up the present situation of agricultural management system in Jiangsu province.At the same time,using quantitative method to process and analysis the development of specific microscopic issues,adopting the factor analysis to analyze the 13 cities in each city of Jiangsu province new agricultural management level,Suzhou's development level is NO.1 among the city's new agricultural management system,Yuncheng is N0.2,and in Changzhou ranks last.The analysis found that the development of new agricultural management system in South of Jiangsu and Northern Jiangsu Province was higher,and the development of new agricultural management system in Jiangsu Province was backward.Mainly due to the large financial support in South of Jiangsu,the modernization of equipment is mature,the land transfer rate is high;the scale of agricultural land in Northern Jiangsu is large,flat terrain,high mechanization level;in the Soviet Area,there is no developed modern agricultural support,there is no large-scale mechanized cultivation,so the development of agricultural management system is backward.The appropriate operation of agriculture should be adapted to local conditions,the South of Jiangsu region is suitable for modern farming,and the northern Jiangsu Province is suitable for large-scale mechanized farming.In addition,this paper also draws lessons from Japan,South Korea and Taiwan,China's three largest agricultural economy in East Asia to reflect the experience of modern agriculture,to build a new agricultural management system in Jiangsu provides an important inspiration.Finally,this paper puts forward to adhere to countryside farmland collectivity-owned system,under the premise of persisting the fundamental status of household operation,propose construct intensive,specialization,organizational and social system of new type of agricultural management from the view of policy,system,operators,service agencies.
