Nowadays,the evaluation methods adopt are based on the fact that the tendering price itself is reasonable and the tendering price is used for evaluation directly,which lacks the judgment of the rationality of the tendering price.If the tendering price itself is far from rationality,the results of the evaluation will be seriously influenced.This paper takes rationality identifying of the tendering price as research topic aiming to develop a set of models and systems for identifying the rationality of the tendering price.Based on the analysis of domestic and foreign research on rationality identifying of tendering price and combined with some basic theory such as project bidding theory and transaction price system,bills of quantities and the quantity pricing model,data mining and clustering etc,this paper uses literature review,questionnaires,statistical analysis,modeling,empirical analysis and other methods to conduct the following researches:To begin with,a model using clustering analysis method for identifying the rationality of the tendering price is presented which is based on the historical chosen tendering data and chooses the bills of quantities as the basic identifying units.Secondly,the clustering index system is established by using the questionnaire survey method which provides basis for the classification of the current bills of quantities and historical ones.Meanwhile,based on the combination of the fuzzy K-means clustering method and hierarchical clustering method,the model of rationality identifying of the tendering price is built and an empirical study is carried out to verify the rationality and operability of the model.Lastly,a rationality identifying system based on the historical chosen tendering data is built and its main functional modules and operational architecture are designed and presented. |
