With the development of market economy, the project investment has been increasing every year at the speed of 10%. The subject of investment trends to be multivalent as government investment, private investment, and foreign government loan, foreign banking institution loan and so on. The traditional ration valuation model was used to serve the government investment, but now it has not accommodated to the environment of market economy. On the year 2002, the project cost valuation model has taken a quantum leap to adopt the Bill of Quantities model which comes into common use in international project. But the application of Bill of Quantities model has just on the primary stage, running short of the corresponding supporting measures and the applying experience. Here comes in the questions of the BQ model and a certain distance between internal methods and abroad.This magisterial thesis has studied the internal current BQ model and extensive experience of developed countries, and then analyzed how to achieve the goal of cost control under the BQ model from various angles. Suggestions on the development of BQ model are invited on the analysis.The thesis introduced internal and overseas BQ model, drawing a comparison of the cost control methods, then gave a proposal on the methods and consulting service. On the base of new influence which the BQ model has exerted to the cost control, the thesis has elaborated on the process control and the risk control, and then gets to the heart of the contract management to find the current problems, and passed opinion on them in as much detail as possible. Finally, come to a conclusion that the current internal BQ model is not perfect and requires to be improved.
