On Improving The Engineering Cost Management On The Basis Of Bills Of Quantities Pricing Standard

"Bills of Quantities Pricing Standard" was introduced four years ago in China. It still has some space for improving. The mode of the construction cost list is a kind of management system for reforming and improving construction cost. It also plays an important part in regulating the construction market order. The corporations take ad-vantage of this market mode so that they can freely compete with others, improve their comprehensive strength and make more economic profits according to the condi-tion of supply and command, information and their rations in construction market. Therefore, the thesis has great theoretical and practical significance.According to the problems and causes of national engineering cost management, the thesis aims at putting forward measures and proposals about improving and re-forming engineering cost management system through theoretical analysis, demonstr-ative analysis, comparative analysis between construction cost list and quantitative budget. Comparing between ration and construction cost list, analyzing their differ-ences and the great influences and effects caused by the engineering cost management in China, I bring forward the concrete methods to set the goal of engineering cost management for the construction corporations from their points of view. Besides, I make comments on the engineering cost management system to make sure that the corporations can realize it and I also discuss the payment method, alteration, the ways of compensation and regulation of the construction cost under this mode. During the construction process, I analyze causes of errors and measures in order to correct them and try the new scientific definition about construction cost, in addition, to appro-priately practice project cycle and construction cost list. In my thesis, I also use time-investment curve and formula of the price adjustment and analyze the relation-ship among the time of project, quality and cost, which are some attempts in this field."Bills of Quantities Pricing Standard" should improve and update along with the development of the construction market. In the thesis, aiming at the improvement and function of the engineering cost management system, I bring forward some rea-sonable suggestions, especially some ideas such as optimizing bidding methods, im-proving the information sub-system, contractors should update ration and data to in- crease the ability of providing; the quotation,strengthening the credit in order to create a comprehensively harmonious atmosphere for engineering cost management in Chi-na.
