Study On The Incentive For Civil Servants In Grass-roots Tax Department

At present,as the world economy has entered a period of adjustment,the domestic economic development into the “new normal”,China's tax revenue growth slow down,The task of organizing tax revenues and regulating the economy is more important than ever,The challenge of tax industry is greater than ever.At the same time,the tax department is also in the realization of tax modernization to achieve a critical period,the organizational reform,management reform,tax collection and management system reform continued to promote.The methodology of tax administration is under consistent innovation and improvement with the development of China tax career,but the current tax department is also facing with many challenges now,such as work pressure,job promotion space be small than ever,pay norms,staff aging,value diversification and other trends,resulting in civil service job satisfaction,recognition decline,or even the phenomenon of job burnout now.Grass-roots tax department is the basis of the tax work,Very extensive and comprehensive.National tax civil servants contact directly withtaxpayers,the service object is special,the tax collection and management requirements is great,the team construction task is arduous.The new situation and the new changes put forward new requirements to the construction of the civil servant incentive mechanism at the grassroots level.Based on the comparison of domestic and foreign theories and the related concepts of incentive mechanism,this paper analyzes the status actual situation and problems of civil servant incentive mechanism construction at the grassroots level through in-depth investigation and study.On top of this,taking the Qiannan national tax system as an example,and puts forward the opinions on the construction of the theory,the design of the route and the construction of the strengthening mechanism.
