The nineteen party proposed to transform the functions of the government,enhance the credibility and execution of the government,and build a service-oriented government with satisfactory people.As the main body of the government,the working efficiency of civil servants plays a decisive role in the realization of government functions.The tax department at the grass-roots level is the front position of the tax law enforcement.It is the main battlefield of the tax administration and an important part of the rule of law.However,at present,a large number of grass-roots tax authorities are lack of effective incentive mechanism.Some grass-roots national tax civil servants have negative attitude and lack of work vitality,which seriously affect the state tax department.Administrative efficiency.Therefore to establish a scientific and reasonable incentive mechanism,strive to improve the grass-roots tax civil servants working enthusiasm,initiative and creativity,so that they do a good job of due diligence work,has realistic and far-reaching significance for promoting the administration by law and the rule of law process.It This paper,focusing on the current incentive status of Dali national tax grass-roots civil servants,combined with the personality characteristics of the civil servants in the state tax department,and guided by the contemporary management motivation theory at home and abroad,carries out a questionnaire survey on the current status of the motivation of the grass-roots national tax civil servants in Dali,and analyzes the problems and original problems in the incentive mechanism of the national tax grassroots civil servants in Dali.Due to inherent power,explore the Dali state tax of grass-roots civil servants,and put forward the further improvement of the existing incentive system countermeasures and suggestions,to make a positive contribution to the construction of a clean and efficient national image.This paper consists of five parts.The first part focuses on the meaning,background,the domestic and international literature review,research contents and methods.The second part mainly defines the related concepts and introduces the theoretical basis related to this article.The third part of the combination of setting and personnel agency in Dali state tax system,through the questionnaire survey,the investigation of Dali state tax civil servants incentive status and job satisfaction,the current situation of Dali state tax grassroots civil servants incentive mechanism analysis.The fourth part analyzes the problems and causes of the incentive mechanism based on the questionnaire survey results.The fifth part combined with the characteristics of the industry in Dali,grass-roots civil tax and the actual situation,and puts forward some countermeasures for perfecting Dali grass-roots tax civil servants incentive mechanism.
