In 1994, China implemented the tax system reform, the reform, China's tax collection agencies are split into national and local tax system Tax Systems. Central State Administration of Taxation which is responsible for tax collection and management system, vertical management by the State Administration of Taxation. In particular the management system so that the work in the collection line, the most direct services for the grassroots taxpayers tax department has its own characteristics which formed the management system.Incentives living in the heart of human resource management. Good incentives help to improve the work of active members, thus easier to achieve organizational goals. Tax incentives for grass-roots sector overall civil service management system subordinate to the State, the tax system by the grass-roots environmental impact of the micro sector, thus showing during the operation of other administrative departments with different characteristics. Basic tax department currently exist to varying degrees the civil service "job burnout", "career plateau" premature and other phenomena, the current incentive mechanism "debilitating effect" is very obvious, it is necessary to tax-depth study of the grassroots sector incentives, to find out problems, inductive cause of the problem. To focus on improving basic tax department of the principles of civil service incentives, approaches.
