In recent years, economic, political, cultural and ecological level of China’s rapid development has also come to a substantial change in the social environment, which bring our government more higher new challenges. In order to build a simple and efficient government,as administrative subject, civil servant’s performance directly determines the effect of the government functions. And it is effective incentive which is the main factors to motivate the national tax departments and their civil servants.This paper summarizes a lot of domestic and foreign research on the incentive theory and encourage civil servants.It founds a lot of research about incentive system.But few is about the grass-roots tax department staff.This paper is concentrated on the incentive system of grass-roots tax department staff in Kunming,on a basis of the incentive theory,combined with the questionnaires. This thesis analyzes the existing problems and reasons of incentives,then throw out specific and feasible suggestions to further improve the existing incentive system.This paper consists of five parts.The first part introduces the research background, purpose and significance, domestic and foreign research status and research methods. The second part introduces the basic concepts and motivation theory associated with this paper. The third part introduces the setting of organization and personnel of Kunming tax system agencies, then summarized the existing incentives. The fourth part analyzes the characteristics of tax department civil service career. Then it through questionnaires, for occupational speciality, research the incentives system and job satisfaction, points out the existing problems and causes. Part V binding occupational characteristics and the actual situation, puts forward the perfect civil servant’s incentive mechanism, the principles and countermeasures to increase the efficiency of the national tax departments at the grass-roots level incentives.
