In these years, the incidents of food safety often happened in our country. The Current Situation of food safety is not good. The society paid a high attention on food safety. The State Council develops strategies for solving the problem of food safety. In March15,2013, the first session of the Twelfth National People’s Congress passed the State Council’s program of the institutional reform and the transformation of government functions, the birth of a new food safety supervision institution---China Food and Drug Administration. A relatively authoritative national food safety supervision institution has been established.In the new regulatory system, how to strengthen food safety supervision in catering industry in Jinzhou New District? No ready-made mode and experience according to the local actual can refer to. In this paper, through the comparison of the old and the new food safety supervision system, Combined with present situation of the catering food safety in Jinzhou New District. Put forward the existing problems and analysis in the catering food safety. At the same time, learn the successful experience of the food safety supervision from developed countries and developed area of our country. According to the requirements of the new regulatory regime, we set comprehensive supervision, integrated monitoring and comprehensive early warning, as one of the regulatory mechanisms. I think that we must put forward the Countermeasures on the basis of the existing laws and regulations, according to the local problems and the current regulatory status:we must construct the credit system; practice classified administration through the catering licensing system; make special provisions for special catering enterprises and special catering link; implement classification of publicity and training; enhance the management of catering through the implementation of quantitative classification management; strengthen the work of the emergency disposal; take effective measures to solve the catering industry operating without a license; perfect food safety supervision network base; supervise food production or operation enterprises through the Industry association; play a role of media supervision at food safety supervision.
