With the continuous development of China’s socialist market economy,food safety has gradually become the focus of attention.Food is the basis of human survival.Food safety is directly related to the physical health and life safety of the broad masses of the people,as well as economic development and social stability.General Secretary Xi Jinping has put forward the "Four Strictest",namely,the most rigorous standards,the strictest supervision,the severest punishment and the most serious accountability,to speed up the establishment of a scientific and perfect food and drug safety governance system.In the supervision of food safety in the catering industry,Jiangyang District of Luzhou city has encountered great difficulties and made some achievements.However,there are still many problems such as lack of supervision force,lack of financial support and inadequate implementation of supervision measures.In this paper,we study on Jiangyang District of Luzhou city as the research object,from the perspective of public management,centering on overall government theory,HACCP management theory and public participation theory,using the methods of literature analysis and questionnaire survey,to clarify and summarize the current situation of catering service food safety supervision in Jiangyang District,from the applicable laws and regulations,management system,the situation of law enforcement and supervision mechanism and so on,to conduct a comprehensive and systematic carding,in-depth analysis of the causes of a series of problems.This paper tries to put forward effective measures to improve the quality and efficiency of food safety supervision in the catering industry and provide parameters for the supervision department to improve administrative functions and law enforcement.In this paper,we find that there are the following problems in catering services food safety regulatory of Jiangyang District: laws and regulations and the security system are not sound,regulation is weak and lack of professional quality,law enforcement of food and beverage service is difficult,main body responsibility implementation does not reach the designated position,law enforcement equipment and testing equipment are insufficient,food safety regulatory measures does not reach the designated position,social work environment is lacking.Secondly,this paper analyses the reasons for the existence of these problems: imperfect laws and regulations,insufficient investment in technology,poor internal management of the catering industry,late start and lack of sustainability of food safety supervision of catering services,insufficient publicity,weak district-level financial strength and low capital investment,and incomplete social supervision system of food safety supervision.Finally,based on the local reality,the corresponding countermeasures are proposed: improving the supervision system,strengthening team building,strengthening technical support,increasing financial input,implementing the main responsibility,strengthening supervision,and promoting social co-governance.
