ZC company's current situation shows that the career channel blockage of technical staff has been a serious threat to the survival and development of the enterprise.By analyzing the original cause of the problem, we have put forward the basic idea and the safeguards to optimize the professional channel.The theory about the optimization of technical personnel access are that the theory of employment, technological innovation theory and incentive theory. The first two theories have explained the present situation that the demand and the supply of professional access are dismatch. the incentive theory is the basis of the implementation of safeguards.At present, under the follows science and technology strategy background, the professional access of ZC is leading by title promotion. However, the root cause of the professional plug is the dismatch between the supply and demand of professional access.Personnel channel blocking result in a series of serious consequences,for examples, the administration of technical personnel,switching to the external part-time and being slack in work. Besides,ZC has reduced the recruitment of new technical personnel.The optimization of Technology personnel access is the urgent priority of ZC.In my opinion, the basic optimization method is to adjust the corporate strategy. Transforming the follows science and technology strategy to leading technical strategy. Simultaneously, swiching the career channel leading by title promotion to the career channel leading by progress of technical ability. In addition, ZC company has to regulate the project institution, investment system, personnel training system and professional security system of research projects accordingly.
