Economic globalization rely heavily on information and communication technology progress, including the competition between countries enterprises and persons. According Moore's law from the Intel's founder, Gordon Moore, the development of information technology faster than any other industry. The rapid development of technology may led to the talents war between countries between enterprises and countries, especially in professional and technical personnel. A lot of domestic and international giant IT a large internationally competitive companies CBD headquarter, such as MOTOROLA, ERICSSON, LUCENT, SIEMENS, SONY, SAMSUNG, PANASONIC, NORTEL and other international IT companies successively are located in Zhongguancun in Beijing. And the leading domestic PC manufacturers associations, the world's largest Chinese search engine company baidu, many of domestic IT companies gather in Beijing. Different from companies in Guangzhou where gathered the electronic manufacturing department, Beijing has numerous concentrated on most of the research and development department. Therefore IT professional and technical personnel and the demand for IT talents and talent flow will be more representative.This paper was written for get the general situation of Beijing IT profession technical personnel flow, and provide effective advice for our country policy and enterprise organization and even the technical person who work in IT industry. For that goal, we made many surveys and read a lot of related books, magazines and academic papers. In this paper, I will talk about this problem from the view of labor economics. Some related economics theory will be involved too. The facts in Beijing in this country will be very concerned and analyzed deeply.This article was divided into six chapters. Theoretical background and practical background about the flow of the talent was elabrated in the first chapter of the paper.Theoretical background start with the western classical economics theory which alao played as a foundation, and the management science, sociology, organizational behavior and psychology related theory were concluded in this part. The reality of China's IT industry talents was described, especially the situation in Beijing area. The supply and demand situation and flow status of IT industry professional technical personnel was mainly discussed. The second chapter mainly covered some basic problems. Some basic concepts may be different from people's traditional knowledge, so I defined IT industry, talent and professional technical talent, and the flow of the talents to guarantee the scientific and normative research. At last in this part,I explained the economics meaning of the flow of talents. In the third chapter, the characters of the flow of talents in Beijing was summarized. The reasons of these characters were given by the influencing factor elaboration. The influcing facts concluded four aspects, the social factor, industry factor, organization factor and personal factor. The fourth chapter analyzes the significance of rational flow of trained personnel for the total social benefit, enterprise development and personal career development. The flow of talent will promoted the whole society benefits for existing wage rate difference two places. The enterprise can find a optimal point of the talent flow from the angle of the lowest cost. KaZi curve and cook curve illustrates the necessity of keeping flow. Talent revenue models, illustrates the talents how to make the flow decision. When the forecast net profit was positive, talents chosed to move to another placement. But the forecasts were not exact, so some times the flow was not wise. The fifth chapter enumerated talent excessive liquidity malpractice and provided concrete Suggestions to prevent brain drain. The sixth chapter was the conclusion of this article.Given data is limited; some conclusions just rely on the sample data, and lack of comprehensive accurate data to support. The analyzing of the rational flow of talent necessity appears a little weak. In addition, based on the analysis of regional in Beijing as an example, the contrast was limited in the macroscopic level, and lack of intensive comparative analysis.
