Comprehensive Evaluation Of Resources And Environment Carrying Capacity And Spatial Dynamic Analysis Based On County Scale In Chongqing

Evaluation on Resources and Environment Carrying Capacity(RECC)is the core study of Sustainable Development Research.Resources and Environment are the basis for human survival.Technological progress,population growth,social productivity,and the rapid economic growth,but also makes the excessive consumption of resources,environmental pollution and ecological destruction and other negative environmental and resources problem increasingly prominent,leading to the RECC has exceeded the limit.In this context,the paper employed the theories from sustainable development,man-land relationship,scarcity of natural resources,and regional economic development to explore on the counties level of RECC in Chongqing Province on 2006-2015 basing on the current situation of resources and environment in Chongqing Province.Here,the paper studies the content and features of Evaluation on RECC based on its theory and sustainable development,man-land relationship,scarcity of natural resources,and regional economic development,and coordination of the theory of the sort.RECC is related closely with some factors of city,such as population,resources,environment,social&economic activities.Taking a case of Chongqing’s 38 counties,the comprehensive evaluation system is constructed based upon three types of factors: social-economy indexes,resources indexes,environment indexes in 2006-2015.The weights of each index and RECC of counties are evaluated in Chongqing through Topsis of Grey Correlation as well as ESDA is used to analyze spatial variability of counties based on GIS.Furthermore,the obstacle factors diagnosis model was built to recognize the main factors.According to the results of the comprehensive evaluation of RECC and spatial dynamic analysis based on county scale in Chongqing and analysis of obstacle factors,Chongqing is designated as the five types of the main functional areas.Through the research,we are obtained the following conclusions:(1)The weight of each index of RECC of Chongqing will change for different time,different areas and different index factor,therefore,using Topsis of Grey Correlation Method to comprehensive evaluation of different counties is more reasonable.(2)Evaluation results described in 2006-2015,38 counties in Chongqing the situation of RECC: Recent years,the first category,7 counties of the high grade are distributed the urban function core area and urban function development area;The second category,7 counties of the intermediate grade are distributed the city development zone,southeast and northeast transition zone;The third category,10 counties are distributed the northeast and southeast of Chongqing,and belong to the lower grade of RECC;There exists an obvious spatial discrepancy of east west high lying low between eastern and western regions.According to Grey Trend Analysis,twenty conunties have a increasing trend in urban area and nearby districts.While,others have a downward trend in the RECC.The studies reflect the comprehensive carrying capacity of social economic,resources,environment of 38 counties.Therefore,the RECC analysis and research,for the development and protection of ecological environment and the coordinated development of the population resources environment and economy to provide certain theoretical basis and guiding significance.(3)In the global spatial autocorrelation analysis,the positive value of three years Moran’s I shows that the strong trend of spatial correlation,and high value clustering is more significant than low value clustering.There exists an obvious phenomenon of differences in the west and the east.1 hour economic circle is the hot spot in Chongqing by hotspot analysis,while RECC of the northeast and southeast of Chongqing are lagging.Besides,the hot spot will move to the counties of south and east.(4)The main obstacle factors were the water use efficiency,land output of the unit,coal reserves,runoff modulus,per capita urban housing area,per capita water supply,the second industry output value of per unit area,per capita water resources quantity,unit of land and water resources quantity,urbanization rate,population highway mileage,slope > 6° area ratio,etc.Especially the water use efficiency and land output of the unit were only appeared in Fuling and Yuzhong district,the rest of the obstacle factors were main obstacle factors for others counties.According to the results of the comprehensive evaluation of RECC and spatial dynamic analysis based on county scale in Chongqing and analysis of obstacle factors,Chongqing is designated as the optimization of the five types of the main functional areas of development zones,key development,moderately Zone,limited development zones and prohibited development zones.At the same time put forward the development countermeasures respectively for the zoning district.
