Study On Evaluation Of High Quality Economic Development In Anhui Province

The 19 th CPC National Congress clearly put forward that "China’s economy has shifted from the stage of high-speed growth to the stage of high-quality development".In March 2021,the Political Bureau of the CPC Central Committee deliberated on the guiding opinions on promoting high-quality development in the central region in the new era.At the meeting,it stressed that "the central region connects the East and the west,connects the South and the north,has rich resources,developed transportation,good industrial foundation,profound cultural heritage and great development potential,and promoting high-quality development in the central region is of overall significance".Anhui Province,located in the hinterland of central China,is an important bridge and link in the eastern,central and western regions of China.In 2021,the GDP of Anhui Province was 4295.92 billion yuan,with a year-on-year increase of 8.3%,the eighth fastest growth rate in China.However,there are many problems in all cities in Anhui Province,such as low innovation ability,serious environmental pollution and insufficient openness,which has seriously affected the high-quality economic development.Thus,how to improve the high-quality economic development level of Anhui Province is an urgent problem to be solved by the local government.Taking Anhui Province as the research object,this paper makes an empirical study on its high-quality economic development.Based on the connotation of high-quality economic development,this paper constructs an evaluation index system covering five aspects: innovation,coordination,green,openness and sharing by using the combination of qualitative and quantitative methods;The entropy weight TOPSIS method is used to comprehensively evaluate the high-quality economic development level of Anhui Province and its cities,further analyze the shortcomings and constraints of high-quality economic development of cities with the help of obstacle degree diagnosis model,and select Moran index to analyze the spatial distribution characteristics of high-quality economic development of cities.The empirical results of comprehensive evaluation show that the high-quality economy of Anhui Province has developed rapidly in recent ten years,but the development level of green and opening-up is not high and unstable.In the past five years,there has been an obvious gap in the level of high-quality economic development among cities in Anhui Province,the problems of unbalanced and uncoordinated development are prominent,and the cities with poor development show a certain degree of aggregation.The empirical research results of obstacle degree diagnosis show that at the criterion level,innovative development and open development are the two common obstacle factors in the high-quality economic development of cities in Anhui Province.Cities with high comprehensive ranking generally have high obstacles to green development.At the index level,the proportion of science and technology expenditure in general public budget expenditure is the top eight obstacle factors of other cities except Hefei and Wuhu,and the proportion of total domestic tourism income is the top eight obstacle factors of other cities except Chizhou,Huangshan and Anqing.The empirical results of spatial characteristics show that there is an obvious spatial agglomeration effect in the high-quality economic development level of cities in Anhui Province.Cities with better high-quality economic development are concentrated in the east of Anhui Province,while cities with poor high-quality economic development are concentrated in the north and west of Anhui Province.
