With the continuous progress and development of modern enterprise management system of our country,the competition between enterprises is gradually strengthened.In this background,this paper analyzes the imminent problems of human resource management in state-owned enterprises.Among them,the flow of talent problem of state-owned enterprises is becoming more and more serious.Canadian psychologist Dr Jiang Shaolun said: "Twenty-first Centuries is the competition of talents.The modern enterprise management attaches great importance to personnel factors,that the human management is the core of enterprise management." Nevertheless,the employee turnover of state-owned enterprises is still one of the problems hinder the development of state-owned enterprises.In this study,this paper takes Harbin G Company as the research object,Starts with a brief introduction to the research background,significance,immediately leads to the present situation of the study at home and abroad.Then,the paper analyzes the relevant theories of the flow of talent and the author also briefly shown in this paper,the main content,method and framework of the thesis.secondly,system of Harbin G Company's internal flow of talent and the reasons expand research and discussion,from Harbin G company personnel management present situation,the management of the flow of talent and talent flow management problems are analyzed.Thirdly,From Harbin G internal talent flow system reconstruction principle and target,the construction of the internal talent flow system of method selection,content of constructing internal talent flow system,the position and qualifications management,internal talent flow channel construction and talent moderate external flow mechanism construction and so on has carried on the exploration and analysis of the specific,Harbin G company internal flow system is established.The implementation of the safeguard measures,organize and plan,through the evaluation,the employees' professional growth is obtained with the development of the company can achieve win-win results.
