The competition in construction industry is fierce. Construction enterprise must manage the existing construction projects to survive. The Project Manager Department is the direct manager of the project. It determines the time limit, quality and profitability of the project. So it is necessary to carry on a scientific performance management system for the Project Manager Department. They can control, develop and improve the Project Manager Department through the performance management system.This article sets Dalian Highway Group as the research target. With the expend of the Group, the headcount of the Project Manger Department is increasing, so the former performance management system is not suitable for the department, and an overall improvement and development is needed. This article firstly describes the research aim and meaning, analyzes the real cases of performance management system in the company, making depth analysis about the current situation and existing problems of performance management. On the basis of it, the article also designs a set of detailed performance management system. This dissertation sets up performance indicators, quality indicators and CIM indicators combines with PKI method, BSC method and CIM method. The quantity of indications is realized by means of Delphi. The design of the weight based on paired comparison, which delivered strategic objectives to the Project Manager Department. To establish a comprehensive performance evaluation, performance management enhance the objectivity and scientific. This article combines with 360-feedback and establish higher authorities, general manager of construction, security department, cost accounting department and oneself to be the subject of management. Finally, this article designs a set of performance management system based on the characteristics of Dalian Highway Engineering Group, which is scientific and effective and make some suggestions to the application of evaluation result. At the same time, safeguard measures have been made to support the system.The article is helpful to improve the Group project management and human resource management. The designed performance management system would play a guide role in Dalian Highway Engineering Group Project Manager Department. The article has a great reference meaning for management system and private construction companies.
