GCC countries(short for Gulf Cooperation Council countries)are the largest oversea market for China's construction companies.With spreading of Chinese state-owned enter prises'going global' strategy,and the implementation of "One Belt and One Road" policy,the GCC countries,as the very valuable strategic area along the "One Belt and One Road",will attract more Chinese state owned construction companies to spread their business i n this area.Human resource management is one of the most essential factors in the developmen t of a company.Whether state owned construction companies are able to gain benefit i n GCC countries,it depends on the reasonable human resource management they implem ented.However,since the work environment and the workforce market in GCC countries are different from the domestic market,the state owned construction companies face m any problems in the human resource management,especially in the field of human resour ce allocation.This paper takes example of three Chinese state owned construction companies in t he market of Kuwait,one of the GCC countries.Through analyzing the human resource a llocation of these companies,we will find the problem they faced.Then,considering th e features of the companies and local market,we achieve the improvement proposal to them.Because Kuwait has similar political,economic,legal and cultural environment to ot her GCC countries,the improvement proposal to human resource for state owned constru ction companies will put into use to the human resource management of state owned co mpanies in other GCC countries.Because the state owned construction companies hold more market share than privat e companies in GCC construction markets in both the project numbers and values,On th e basis of analyzing lots of data and research achievement home and board,the autho r investigates Kuwait branches of three Chinese state owned companies and interview s the relevant staff of these companies to deeply discuss and study their human resource a llocation situation.After comparing the advantage and disadvantage of the human resour ce allocation of the three companies,the author finalizes implementation proposal of th e human resource allocation for the three companies in respect of expatriate employee ma nagement,employee localization,crossing-culture management and usage of labor fro m third country,etc.It has very significance in guiding the practice of development of co nstruction business in GCC countries for Chinese construction industry.
