Accompanied by the rapid development of the " the belt and road initiative" national development strategy,Chinese construction project contracting enterprises have been actively expanding overseas markets and the traditional mode that relies heavily on Chinese construction personnel to participate in project construction has seriously hindered the internationalization process of Chinese construction enterprises.The implementation of localized employment in overseas projects can effectively reduce the project labor costs,give full play to the language and cultural advantages of local employees and create core competitiveness for the sustainable development of enterprises.Therefore,how to effectively implement the localization management of human resources has become an important problem that international infrastructure project contracting enterprises need to solve urgently.This paper systematically analyzes the problems related to the localization management of human resources in infrastructure projects by means of literature reading,investigation and research,case analysis,induction and summary and so on.First,the development trend of global infrastructure projects under the background of " the belt and road initiative" is analyzed.Second,the necessity of localization management is analyzed based on the theory of localization management of human resources.Then,combined with the overseas project cases experienced by the author,the current employment situation of localization of the project is introduced from the aspects of the use of Pakistani employees,job responsibilities,wage standards and so on.Finally,a series of problems in localization management of human resources of the project are found.It mainly includes the lack of mastery of relevant laws and regulations in the country where the project is located,the lack of theoretical support and system design for local employment management,the serious shortage of local employees' work skills and the influence of external factors onlocal employees' management and so on.Finally,it puts forward countermeasures from the aspects of market research,personnel recruitment,salary system,performance appraisal,training and education,humanized management and so on.Constantly summarizing and optimizing the localized management of human resources is the basis for the overseas business development of international engineering contracting enterprises.It will provide new management ideas for overseas infrastructure projects along the " the belt and road initiative" line and provide favorable guarantee for enhancing their comprehensive competitiveness in overseas business.
