Nowadays, Human Resource Management refers to the proposal, the organization and the control for the acquirement, development and application of personnel resource, which displays the potential of human being, improves work efficiency and implements the management activities by maintaining the best ratio between human power and physical power. Manpower is one of the most important factors to influence the enterprise competitiveness. Since some human resource management problems were found in the preliminary phrase of the Shui Yue Long Wan Park Project (the Project), it's meaningful for us to sort out the human resource management system and construct a new management system.Under relevant theories, this article is mainly divided into 5 chapters. In Chapter One, it talks about the background and meaning of the study, the study circumstances home and abroad, and some research contents and methodologies. In Chapter Two, it analyzes the current status of the Company and the Project so as to find out the lying problems and the relevant origins. In Chapter Three, it constructs a human resource management system which includes the design of organization framework,personnel management, salary system and performance evaluation by analyzing the purpose and principles of the system. In Chapter Four, it elaborates the importance of implementing the Human Resource Management System which includes allocating personnel and assuring the allocation process in the feasibility study phase; defining the project manger' s responsibility, the construction department' s responsibility and construct the teamwork culture in the implementation phase; designing the personnel dismiss proposal and keep good relationship with relevant working departments in the inspection phase. In Chapter Five, the article points out the guarantee mechanism for the Human Resource Management System. At last, it is the conclusion.
